of the Operations Group at least forty-eight (48) hours before the <br /> meeting. Only those items appearing on the agenda may be <br /> considered at a special meeting. <br /> 5. Quorum <br /> A majority of the members of the Operations Group shall constitute a <br /> quorum for the transaction of business at a meeting of the Operations <br /> Group. <br /> 6. Voting <br /> a. Each Operations Group member attending shall be entitled to cast <br /> one (1) vote. <br /> b. No proxy or absentee votes are allowed. <br /> c. In the event of a tie vote, the matter will be forwarded to the <br /> Executive Board for action. <br /> 7. Duties <br /> The Operations Group shall: <br /> a. In cooperation with the Executive Director, provide general <br /> oversight and monitoring of general operations, in particular <br /> standard operating procedures concerning police, fire, and EMS <br /> dispatching, equipment utilization regarding the computer systems <br /> and the communications systems, and provide oversight and <br /> monitoring regarding the Policy and Procedure Manual as may be <br /> required from time to time; <br /> b. In cooperation with the Executive Director, present a draft annual <br /> budget for submission to the Executive Board; <br /> c. In cooperation with the Executive Director, provide oversight and <br /> direction regarding short-range and long-range planning issues, <br /> future needs relative to computer systems and communications <br /> systems, statistical reporting documents, additional service needs, <br /> and agency and inter-agency relationships; <br /> 8 <br />
