Item Coversheet Page 1 of 1 <br /> in <br /> Police Department <br /> DATE: 5/23/2017 <br /> MEMO: 17-25 <br /> TO: The Honorable Mayor Julie Moore Wolfe <br /> Council Members <br /> FROM: Timothy A.Gleason,City Manager <br /> James E.Getz Jr.,Chief of Police <br /> SUBJECT: <br /> Resolution Authorizing Intergovernmental Agreement Establishing the Central Illinois Regional Dispatch Center <br /> SUMMARY RECOMMENDATION: This memorandum is written to obtain consent for the City of Decatur to enter into an <br /> intergovernmental agreement to establish the Central Illinois Regional Dispatch Center for managing,staffing and equipping the <br /> Public Safety Answering Point(PSAP).The staff is in favor of signing the contract,effective from the date fully executed until <br /> termination in the manner provided by the By-Laws or until rescinded by the unanimous consent of the then current parties. <br /> BACKGROUND: The City of Decatur has operated the PSAP also known as the Emergency Communication Center since 1994 <br /> and is where all 9-1-1 calls are answered and dispatched for Macon County.A renewal contract was executed in December 2016. <br /> The City believes the establishment of the CIRDC to operate the PSAP will provide significant public safety enhancement to the <br /> citizens of Macon County and other units of local governments located in Macon County. <br /> PRIOR COUNCIL ACTION: Prior Council last approved a contract on December 5,2016 allowing for the City of Decatur to <br /> be the administrator of the Emergency Communication Center and operate the PSAP. <br /> POTENTIAL OBJECTIONS: None Anticipated <br /> INPUT FROM OTHER SOURCES: <br /> Jon Thomas,Director of the Macon County ETSB <br /> STAFF REFERENCE: James E.Getz Jr.,Chief of Police,217-424-2741,jgetz@decaturil.gov;Shane G.Brandel,Deputy Chief <br /> of Police,424-2740,sbrandel@decaturil.gov <br /> BUDGET/TIME IMPLICATIONS: The contract has provisions for the City of Decatur for payments to the CIRDC for <br /> dispatching services.The total budget of the CIRDC will be shared by all first responders being provided dispatching services by <br /> the CIRDC. <br /> ATTACHMENTS: <br /> Description Type <br /> Resolution ResolLition Letter <br /> CIRDC/City of Decatur Intergovernmental Agreement Bacl.up Material <br /> CIRDC Bi-Laws Backup Material <br /> https:Hdecatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?Item1D=1161 6/5/2017 <br />
