INTERGOVERNMENTAL AGREEMENT <br /> ESTABLISHING THE CENTRAL ILLINOIS REGIONAL DISPATCH CENTER <br /> WHEREAS, the City of Decatur, Illinois, an Illinois home rule municipal <br /> corporation currently operates the Communication Center for the Decatur Police <br /> Department providing for emergency communications and dispatching for the City of <br /> Decatur, Macon County and other units of local governments located in Macon <br /> County, Illinois; and <br /> WHEREAS, the signatories to this agreement ("Parties") have determined <br /> that the implementation and operation of an Enhanced 9-1-1 Emergency Telephone <br /> System provides a significant public safety enhancement to the citizens of Macon <br /> County and all local government entities; and <br /> WHEREAS, the Parties hereto have determined that a joint Public Safety <br /> Communications system has been beneficial on an individual and mutual basis; and <br /> WHEREAS, the Emergency Telephone System Act (the "Act") 50 ILCS <br /> 750/0.01 et. seq., permits the formation of an Emergency Telephone System Board <br /> to oversee the implementation and operation of an Enhanced 9-1-1 Emergency <br /> Telephone System by a County which imposes a surcharge for enhanced 9-1-1 <br /> emergency service; and <br /> WHEREAS, Article VII of the Illinois Constitution and the Intergovernmental <br /> Cooperation Act, 5 II-CS 220/1, provide for the joint exercise by two or more units of <br /> local government of any power common to them; and <br /> WHEREAS, the Parties desire to establish a Public Safety Communications <br /> Center hereinafter to be named the Central Illinois Regional Dispatch Center <br /> ("CIRDC") and an Executive Board of Directors ("Executive Board") to oversee and <br /> manage the operation of the Public Safety Communications Center and to establish <br /> operating procedures for the Executive Board; <br /> NOW THEREFORE BE IT AGREED BY AND BETWEEN THE PARTIES AS <br /> FOLLOWS: <br /> 1. Executive Board. There is hereby established an Executive Board <br /> which shall consist of the Macon County Board Chair or his/her <br /> designee, the Mayor of the City of Decatur or his/her designee, and a <br /> member of the community at large recommended by the Macon <br /> County Emergency Telephone System Board and approved by both of <br /> the foregoing Executive Board members. The community at large <br /> Executive Board member cannot be employed by, or serve with, the <br /> City of Decatur government or the Macon County government. The <br /> community at large Executive Board member so selected shall serve a <br /> term of two(2)years in length. <br /> 1 <br />
