INTERGOVERNMENTAL AGREEMENT ESTABLISHING THE CENTRAL ILLINOIS REGIONAL DISPATCH CENTER WHEREAS, the City of Decatur, Illinois, an Illinois home rule municipal corporation currently operates the Communication Center for the Decatur Police Department providing for emergency communications and dispatching for the City of Decatur, Macon County and other units of local governments located in Macon County, Illinois; and WHEREAS, the signatories to this agreement ("Parties") have determined that the implementation and operation of an Enhanced 9-1-1 Emergency Telephone System provides a significant public safety enhancement to the citizens of Macon County and all local government entities; and WHEREAS, the Parties hereto have determined that a joint Public Safety Communications system has been beneficial on an individual and mutual basis; and WHEREAS, the Emergency Telephone System Act (the "Act") 50 ILCS 750/0.01 et. seq., permits the formation of an Emergency Telephone System Board to oversee the implementation and operation of an Enhanced 9-1-1 Emergency Telephone System by a County which imposes a surcharge for enhanced 9-1-1 emergency service; and WHEREAS, Article VII of the Illinois Constitution and the Intergovernmental Cooperation Act, 5 II-CS 220/1, provide for the joint exercise by two or more units of local government of any power common to them; and WHEREAS, the Parties desire to establish a Public Safety Communications Center hereinafter to be named the Central Illinois Regional Dispatch Center ("CIRDC") and an Executive Board of Directors ("Executive Board") to oversee and manage the operation of the Public Safety Communications Center and to establish operating procedures for the Executive Board; NOW THEREFORE BE IT AGREED BY AND BETWEEN THE PARTIES AS FOLLOWS: 1. Executive Board. There is hereby established an Executive Board which shall consist of the Macon County Board Chair or his/her designee, the Mayor of the City of Decatur or his/her designee, and a member of the community at large recommended by the Macon County Emergency Telephone System Board and approved by both of the foregoing Executive Board members. The community at large Executive Board member cannot be employed by, or serve with, the City of Decatur government or the Macon County government. The community at large Executive Board member so selected shall serve a term of two(2)years in length. 1
