1. Its execution of the Central Illinois Regional Dispatch Center <br /> Intergovernmental Agreement creating and establishing CIRDC; <br /> 2. Its delivery to CIRDC of a certified copy of its Ordinance or Resolution <br /> authorizing its execution of the Central Illinois Regional Dispatch Center <br /> Intergovernmental Agreement; <br /> 3. Its agreement to be bound by CIRDC's By-Laws; <br /> 4. Its payment of an initial entry fee as determined and agreed to by it and <br /> CIRDC's then members; <br /> 5. Its continuing payment of its annual and other fees to CIRDC, and its <br /> compliance with CIRDC's Bylaws; and <br /> 6. Such other conditions as determined from time to time by the CIRDC <br /> Executive Board. <br /> C. New member participants shall be admitted on a two-thirds (2/3) vote of <br /> the members of the Executive Board. All new members shall become <br /> liable for payment of existing debts and liabilities of CIRDC to the same <br /> extent as all then existing members. The payment of the fee required in <br /> this paragraph shall be made within thirty (30) days after the new <br /> member's admission to CIRDC, unless deferred payment is approved by a <br /> two-thirds (2/3) vote of the Executive Board. The Executive Board shall <br /> not approve deferred payment unless the new member participant's <br /> governing officials submit a Resolution that: <br /> 1. States the reasons why full payment cannot be made upon admission; <br /> 2. Requests deferral of payment for not more than one (1) year; and <br /> 3. Agrees to pay the deferred amount, with interest at a rate determined by <br /> CIRDC's Executive Board, if the request for deferred payment is <br /> approved. <br /> D. Other entities paying contractual fees shall not be considered members of <br /> CIRDC. <br /> ARTICLE III -ORGANIZATION <br /> There is hereby established an Executive Board of CIRDC, an Operations Group <br /> of CIRDC, and the position of Executive Director of CIRDC. <br /> 2 <br />
