ORDINANCE N0. g2_25 AN ORDINANCE AUTHORIZING, APPROVING, RATIFYING ' AND CONFIRMING CERTAIN ADDITIONS AND CHANGES IN AND TO THE TERMS AND PROVISIONS OF THE $3,300,000 ECONOMIC DEVELOPMENT REVENUE BONDS (BRETTWOOD _ ' ' VILLAGE ASSOCIATES PROJECT) AND OTHER DOCUMENTS AUTHORI�ED AND APPROVED IN AND BY ORDINANCE N0. 82-12 DULY ADOPTED BY THE COUNCIL AND APPROVED BY� THE MAYOR OF THE CITY OF DECATUR ON FEBRUARY 1, 1982. - - r WHEREAS, the City of Deeatur, Macon County, Illinois (the "City") , has a population in excess of 25,000 as �' determined by the last official census, and accordingly pursuant to the provisions of the 1970 Constitution of the State of Illinois, and particularly Article VII, Section 6(a) thereof, said City = is a home rule unit, and as such may exercise any power or perform any function pertaining to its overnment and affairs • and S , WHEREAS, pursuant to said home rule powers Ordinance No. 5768 was adopted by the City Council and approved by the Mayor on February 5, 1973 and Ordinance No. 7056 amending said Ordinance No. 5768 was adopted by the City Council and approved by the Mayor on December 22, 1975 and Ordinance No. 79-70 further amending Ordinance No. 5768 was adopted ' by the City Council and approved by the Mayor on May 21, 1979 � (Ordinance No. 5768 as amended by Ordinance No. 7056 and Ordinance No. 79-70 being herein referred to as the "Enabling Ordinance" ) ; and .
