BACKGROUND: <br /> E <br /> a' <br /> The City's large diameter critical sewers are Figure 1 <br /> sewers with diameters ranging from 3 to 7 1 <br /> McKinley Ave <br /> feet. They are major trunk sewers that serve <br /> large areas of the City and are vital to the <br /> City's sewer system. There are 5 critical <br /> sanitary sewers that are owned and operated <br /> by the City: 7th Ward Sewer, McKinley <br /> Avenue Sewer, Union Street Sewer, Lake ^ <br /> Shore Drive Sewer, <br /> and Broadway Sewer, nth Ward <br /> see Figure 1. Failure of a critical sewer <br /> would have dire consequences for the City Broadway <br /> such as loss of service for large sections of <br /> the City,pollution of the land and our <br /> drinking water supply, very high repair <br /> costs and possibly significant private Union St " <br /> property and building damage. � �- ^ . <br /> The Public Works Department and BGM <br /> prepared a Critical Sewers Rehabilitation <br /> Facilities Plan which was approved by the <br /> Illinois Environmental Protection Agency Lake Shore <br /> (IEPA) on February 4, 2013. The Facilities Plan is a key document required for the City to apply for <br /> low interest loans from the IEPA's revolving loan program. The plan analyzes the current condition of <br /> the sewers and probable construction costs for rehabilitation using multiple construction alternatives to <br /> find the most cost efficient method. It includes an engineering study of four of the five critical sanitary <br /> sewers; Lake Shore Drive Sewer, 7th Ward Sewer, McKinley Avenue Sewer and Union Street Sewer. <br /> The summary section of the Critical Sewers Rehabilitation Facilities Plan is attached. <br /> The Critical Sewer rehabilitation schedule is as follows: <br /> Critical Sewer Expected Construction <br /> Lake Shore Drive Sewer Completed Summer 2014 <br /> Union Street Sewer Completed Summer 2015 <br /> 7th Ward Sewer Started Summer 2017 <br /> Est. Completed Summer 2018 <br /> McKinley Ave Sewer Est. Start Summer 2018 <br /> McKinley Avenue Sewer <br /> The McKinley Avenue sewer was originally constructed circa 1930,varies in size from 27"to 72", and <br /> was originally called the North Side Interceptor. The McKinley Avenue sewer begins near the <br /> intersection of Jasper Street and Garfield Avenue and drains to the McKinley Avenue Combined Sewer <br /> Overflow facility owned by the Sanitary District of Decatur near the northwest corner of Monroe Street <br /> Page 12 <br />
