Kinney Contractors provided the lowest responsible bid at 21.23%below <br /> the engineer's estimate. An alternate bid was provided in case the bids were higher than the grant <br /> funding. Since the bid prices came in lower than estimated, it is proposed that the alternate bid <br /> items be awarded as part of this contract.
