M Exhibit A-8 Page e
City of Decatur,IL
Ellen and Division I&I Reduction Program
watches for the dye at a downstream location. If the source is discharging to the storm or sanitary
sewer, the dye will be detected at the downstream location. Dye doses should be sufficiently large
enough so that the dye at the downstream location is visible to the naked eye. Water taken from a
local hydrant will be used to fill the locations in question. City personnel will provide a hydrant meter
and installation on the hydrant of the required apparatus. It is assumed that AECOM will not need to
pay for the meter or for the water utilized during testing. Dye testing equipment will be charged at
$50/day(or the actual cost of dye utilized).
For each source tested, AECOM will document the discharge location. Should the clear water source
enter the sanitary sewer, AECOM will estimate the quantity. This scope assumes that AECOM will
perform up to a maximum of 20 dye tests of the storm sewers in the study area
AECOM shall also perform the following tasks:
1. Coordinate directly with the residents as needed in order to perform the testing.
2. Provide documentation of any defects discovered during dye testing.
3. Provide color-coded study area maps identifying degree of sanitary sewer I & I in each area
testing is performed.
4. Provide recommendations and cost estimates of remediation techniques appropriate to cost-
effectively reduce the infiltration and inflow into the sanitary sewer collection system.
5. Estimate quantities of any infiltration or inflow discovered: flow per lateral, per crack or joint,
and per sanitary sewer reach, expressed as GPM, CFS, and MGD.
When required, AECOM will utilize the services of TSI to assist with the work, which shall include the
CCN truck. It is assumed that TSI will be needed for a maximum of 2 days, and will be billed at a
rate of$350/hour(2 employees plus the CCN truck).
Deliverables:
Dye Testing Results and Recommendations(see Task 8—Report)
Task 7: DYE WATER FLOODING
Based on the preliminary result of the smoke testing and other analyses, AECOM will meet with City
staff to discuss the findings and a dye water flooding plan.Typically, dye water flooding will be
conducted on storm sewers and catch basins in which smoke was observed. AECOM will perform
dye water flood testing on up to a maximum of 5,000 LF of storm sewer(24-inches in diameter or
smaller). This work will be performed in conjunction with TSI in order to document the results of the
dye water flooding. TSI will be billed at a rate of$350/hour(2 employees plus the CCN truck). Dye
testing equipment will be charged at$50/day(or the actual cost of dye utilized).
AECOM will conduct dye water flooding based on discussions with City Staff and the preliminary
results of the smoke testing and other analyses that are performed. Storm sewers and/or catch
basins leads will be filled with dyed water and leakage to the sanitary sewer checked. Procedures for
completing the flooding and CCN will be as follows:
• AECOM will isolate each storm sewer section for testing through the use of inflatable plugs or
other devices.
• Water taken from a local hydrant will be used to fill the storm sewer after the inflatable plug is
in place. City personnel will provide a hydrant meter and installation on the hydrant of the
I
