Letting Results
The project scope and specifications were prepared by the Engineering Division. The project was
advertised on April 11,2018, and bids were opened on April 26, 2018. The results of the letting are
as follows (bid tabulation attached):
Bidder Base Bid Sum of Total Bid Compared to
Price Alternate Bids Price Engineer's Est.
Over Under
Dunn Company $1,778,765.85 $551,697.65 $2,330,463.50 (8.60%)
Engineer's Estimate $1,948,605.03 $601,145.75 $2,549,750.78 ------
One contractor out of the three that attended the pre-bid meeting took out a bid package for the
Local MFT Street Improvement Project, and one (1) submitted a bid. Dunn Company provided the
lowest responsible bid at 8.60%below the engineer's estimate. The lower bids can be attributed to
an over-estimation of rising prices. The sum of alternate bid prices is for work associated with East
Main Street,North 18th Street, and West Decatur Street, which were listed as alternates separately in
case bid prices came in lower than expected. Since the bid prices came in lower than estimated, the
alternate bid streets will be a part of this project and the total bid price will be awarded as part of
this contract. Dunn Company has successfully completed many jobs of this type for the City.
Contractors for City Projects shall comply with City Code Chapter 28,Article 10, "Minority
Participation Goals for Public Works Contracts."
Contractors for City projects shall make a good faith effort to comply with the following minimum
goals:
1. Ten (10)percent of the total dollar amount of the contract should be performed by Minority
Business Enterprises if subcontracting opportunities are available; and,
2. Eighteen (18)percent of the total hours worked should be performed by minority workers.
Subcontracting is not a requirement for City Projects. Dunn Company will self-perform 62.37%of
the contract and subcontract out the other 37.63%with 1.59%being performed by Minority
Business Enterprises (MBE). Dunn Company has provided documentation showing contact made to
at least 3 different contractors for each type of subcontracted work not being done by an MBE. A
good faith effort was made to comply with the goals.
SCHEDULE:
Following approval of the contract by the City Council, work on this project shall begin after a
"Notice to Proceed"has been issued from the City. The Asphalt Street Improvement project is
scheduled to be complete by September 28, 2018. A final project report will be prepared for
Council at the end of the project.
—3 —
