13. The City shall maintain all signal equipment and interconnects for interconnected signal systems <br /> at intersections with at-grade raiiraad crassings,for the intersections identified in EXHtBIT A. <br /> Traffie signals interconnected with at-grade railroad crossings�hall not be modified without <br /> prior appraval by the I!linois Commerce Cammissian,which approval shal! be sought by the City. <br /> The Gity shall notify the Illinais Commerce Commission whenever it repairs,to ariginal condition, <br /> intercannected signals at at-grade crossings that have been materially damaged. <br /> 24. The Cc�unty may elect to alfavu the City to determine signal timing ta coordinate and regulate <br /> traffic f(ow at any location. The County may withdraw its election at any time, upon reasonable <br /> notice to the City, and shall thereafter be solely responsible for signal timing at that (ocation. <br /> 15. The City shalE promptiy inform the Caunty of any changes made in signal timings. <br /> 16. The City shal!submit invoices on a quarterly basis,for its costs incurred, less any third-party <br /> damage payments received during the billing period for repair of traffic cantral devices that are <br /> the responsibility of the County. <br /> 27. The City shafl be entitled to compensatian for all labor, equipment,and materials reasonably <br /> required to maintain the traffic control devices identified herein. The cost for labar shall be <br /> determined by the actual hourly rate for employees, plus a multiplier calculated by the City to <br /> include its direct and indirect labor costs, induding but not limited to taxes, retirement,social <br /> security, health, haspitaiization,and life insurance,warkers compensatian, holidays,vacation, <br /> and sick leave. Equipment casts shall be billed at the rates published by the State of Illinois in <br /> the Schedule of Average Annual Equipment Ownership Expense. The cost for work performed <br /> by a third-party under contract shali be the actual contract cost. <br /> 18. The County shall be perrnitted to examine records of the City, to confirm that all costs billed are <br /> fully documented as required herein. <br /> 19. The City shall maintain,for a minimum of three (3)years following completion of each item of <br /> work, adequate books, recards, and supparting documentation verifying its invoices, and the <br /> amounts, and recipients,af all funds disbursed to third parties. <br /> 20. No single expenditure exceeding$10,000 for repair or damage to an installation that is the <br /> County's responsibility shall be made withaut prior approval by the County Engineer. <br /> 21. Hours,or parts thereaf, billed far maintenance sha(I be itemized, and shali be for actual time <br /> directly related ta the work.
