EXHIBIT A <br /> INTERIM CITY MANAGER <br /> EMPLOYMENT AGREEMENT <br /> This Interim City Manager Employment Agreement(herein"Agreement") is entered into <br /> on this 4�'day of February,2019,by and between the City of Decatur,an Illinois municipal <br /> corporation(herein the"City"),and Wendy L.Morthland(herein the"Employee"). Employee <br /> and City are herein the"Parties." <br /> RECITALS: <br /> WHEREAS,the City desires to appoint Employee as the Interim City Manager <br /> beginning February 7,2019. <br /> WHEREAS,Employee desires to serve the City as its Interim City Manager for the <br /> Interim Period; and <br /> WHEREAS,the Parties wish to memorialize in writing their relationship for the Interim <br /> Period. <br /> NOW,THEREFORE,in consideration of the mutual covenants contained herein,the <br /> Parties do hereby agree as follows: <br /> 1. APPOINTMENT. City hereby appoints Emptoyee as Interim City Manager and <br /> Employee accepts such appointment,subject to the terms hereof. <br /> 2. INTERIM PERIOD AND THEREAFTER. This Agreement shall be effective <br /> February 7, 2019 through March 18, 2019. Fo(lowing March 18,2019,Employee will resume <br /> her original responsibilities as the City of Decatur Corporation Counsel and assist with the <br /> transition of the new City Manager as necessary. <br /> 3. INTERIM CITY MANAGER DUTIES. During the Interim Period,Employee <br /> shall perform the duties and assume the responsibilities of City Manager as set forth in the <br /> applicable statutes of the State of Illinois,and more specifically Section 5-3-7 of the Illinois <br /> Municipal Code, [65 ILCS 5/5-3-7(2016)],as may be amended,and all ordinances lawfully <br /> enacted pursuant thereto,together with all other such duties and responsibilities as the City <br /> Council may lawfully assign to Employee. <br /> 4. NO OTHER EMPLOYMENT. Employee shall devote all of her professional <br /> time, attention,knowledge,and skills solely to the interests of the City,and the City shall be <br /> entitled to al( of the benefits arising from or incident to all work, services and advice of <br /> Employee. <br /> 5. OATH AND BOND. As a condition of this appointment, Employee agrees to <br /> execute and deliver an Oath of Office and be eligible for an official bond with surety,as required <br /> by Section 5-3-9 of the Illinois Municipal Code [65 ILCS 5/5-3-9(2016)]. <br /> 6. HOURS OF WORK. The Parties agree that the duties and responsibilities of the <br /> Interim City Manager will require the Employee to work weekends,evenings,and other irregular <br /> hours at locations, including the administrative offices of the City, as well as elsewhere,both <br /> during regular business hours and at hours beyond regular business hours.
