INFORMATION FOR BIDDERS � 4. Eligible bids received by the Purchasing Division will be delivered to the affice of � the City Engineer, Iocated an the third floor of the Civic Center, and will be publicly opened and read. Any envelapes bearing a date and time stamp later � than the deadline will be retw-r�ed unopened. . All bids received from bidders not on the pre-bid attendance list will be returned unopened. 5. All bidders who desire to be present at the bid opening may wait in the City � Public Warks{Engineering�office. At the time of the opening of bids, each Bidder will have campleted a thorough site � inspection and will have read and be thoroughly familiar with the plans and Crantract Documents {including a11 addenda}. The failure ar omission of any Bidder to examine any form, instrument � or document shall in no way relieve any Bidder from any obligation in respect to their bid. The Bidder is to confirm the campleteness of the Bid Documents. If the Bidder determines their Bid Documents are incomplete or irregular it is the Bidders responsibility to bring this fact to the � attentian of the City Engineer. The submitted bid must be signed in the name of the Biddex and must bear the signature � in Iong hand of the person or persons duiy authorized ta sign the bid. Changes in or additions ta the bid forms, recapitulations of the work bid upon, alternative praposals or any other modifications af the bid which are not specifically called for in the Contract Documents rnay b� � subject to Owner's rejection of the bid as not being responsive ta the advertisement. No oral telephone modification of any bid submitted will be cansidered and a telegraphic modification may be considered only if the post mark evidences that a copy of the madification by telegram, � signed by the Bidder, was placed in the mail prior to the opening of the bid. The submitted bid must not contain erasures, corrections or changes fram the printed fornns as completed in typewriter or ink, unless such erasures, correctians or changes are '� autllenticated by affixing in the margin immediately oppasite the erasure, carrectian ar change, the initials of the person who signed the bid or the initials of such ather person as may b� � authorized by the Bidder ta make erasures, correctians ar changes in the bzd, and said authorization rnust be evidenced by written confirmatians, executed by the person authorized to sign the initial bid, attached to the bid at the time of submittal. � Each bid must he submitted an the Bid Proposal provided and must be signed by the Bidder or their duly authorized agent. All blank spaces for bid prices must be filled in, in ink or typewritten, IN BOTH WORDS AND NUMBERS where called far in the Bid Proposal. If there � is a discrepancy between the price in words and the price in numbers, the price in words will govern. If there is a discrepancy between the extended bid priees, the unit cost shall be the governing number and the total price or prices will be adjusted as necessary. � The Owner reserves the right to pre-qualify all bids, post-qualify all bids, to reject all bids,nat to make an award andlor accept the Proposal deemed most advantageaus and to the best � interest of the Owner. The Bidder must comply with all information and instructions for Bidders. The award of the Cantract, if made by the Owner, will be made to the qualified Bidder � subtnitting the lawest and best bid,but the Owner shall determine at their own discretion whether a Bidder is qualified to perform the Contract, whether by pre-qualifications,post-qualification ar other methods, and what bid is the lowest and whether it is to the interest of the Owner ta accept � the bid.
