E. EXTRA WORK AND CHANGE C3RDERS. The Prafessional Service Provider shall only <br /> perform the work authorized by this cantract and defined in the Scope af Work(attached hereto, <br /> znarked Exhi6it A,incorparated by reference herein and made a part of this Agreement}. Should khe <br /> size or complexity of the project exceed the acnount of wark contemplated by this contract or de�ned <br /> in the Scope of Work,the Professianal Service Prc�vider shail obtain written authorization in the form <br /> of a Change prder�arom the City's Representative,to perform extra work before such work is actually <br /> performed.A Change Order farm is included in this Agraement as Exh.ibit Ll.The cost to perform any <br /> work prior to written authorizaxion shall be paid exclusively by the Professional Seavice P`rovider and <br /> shall not be reimbursed by the City. <br /> The Professional Service 1'rovider expressly acknowledges,recognizes and agrees that the only <br /> authority to approve change arders to this Agreement or the Scope or Services or the cost(s)therein is <br /> with the City Council of the City. <br /> SECTION II. BA5IC SERVICES <br /> The Professional Service Provider shall: <br /> A. SCOPE OF WOR.[�.. Prafessional Service Provider shall provide all services as described in the <br /> Scope of Wark,E�ibit A. <br /> B. GTTY°5 RFQUTREMENTS. It�view available data and consult with the City's Representative to <br /> cEarify and define the City's requirements far the Project. ' <br /> C. COMPLETION TIME. The Study Report shall be completed,submitted and accepted by the City's <br /> 12epresentative within the time period seC forth in Exhibit C, Project Timeline, <br /> D. MINCIRITY PARTICIPATION GOALS. The City Code reauireme��ts for Minarity Participation <br /> Goals for Public Works Cantracts are in effect for all work items that require the payrnent of <br /> Prevailing Wages. The payment of Prevailing Wages is required for aIl aonstruction ar demalition of <br /> public works. Typical activities requiring Prevailing Wages are manhole rehabilitation,point repairs, <br /> sewer cleaning and other consirucfion retated work. The mznority participation goals are as fallows: <br /> l. Ten percent(1{l%}of the total dollar amount of'the contract should be perfortned by minority <br /> business enterprises;and, <br /> 2. Eighteen percent(1$°l0}of the total hours worked shauld he perfonned by minority workers. <br /> The Professiona] Service Provider shall provide evidence of ineeting the City's minority participation <br /> goals priar to ail payments�nade far Prevaiiing Wage work completed or provide the City of Decatur <br /> dacumentation on their goad faith efforts to camply with the participation goats.
