INFORMATION FOR BIDDERS � 4. Eligible bids received by the Purchasing Divisian will be delivered to the office of � the City Engineer, located on the third flaor of the Civic Center, and will be publicly opened and read. Any envelopes bearing a date and time stamp later ' than the dead�ine will be returned unopened. A11 bids received from bidders not on the qre-bid attendance list will be returned unapened. 5. All bidders who desire to be present at the bid opening may wait in the City � Public VVc�rks (Engineering} office. At the time of the apenang of bids, each Bidder wi11 have campleted a thorough site ' inspection and will have read and be thoroughly familiar with the plans and Cantract Documents {including a11 addenda}. The failure or amissian af any Bidder to examine any farm, instrument , or document shall in no way relieve any Bidder fram any obligatian in respect to their bid. The Bidder is to canfirm the completeness of the Bid Dacuments. If the Bidder determines their Bid Docurnents are incomplete or irregular it is the Bidders responsibility to bring this fact to the � attentian of the City Engineer. The submitted bid must be signed in the name af the Bidder and must bear the signature ' in long hand of the person ar persons duly authorized to sign the bid. Changes in or additions to the bid forms, recapitulations of the work bid upon, altemative proposals or any ather modifications of the bad which are not specifically called for in the Contract Documents tnay be � subject to Qwner's rejectian of the bid as not being responsive to the advertisement. No oral telephone modi�cation of any bid subrnitted will be considered and a telegraphic nnodification may be considered anly if the post mark evidences that a copy of the modification by telegram, ' signed by the Bidder, was placed in the mail prior to the opening of the bid. The suhmitted bid must not contain erasures, corrections or changes from the printed � forms as completed in typewriter or ink, unless such erasures, corrections or changes are authenticated by affixmg in the margln �mmediately oppasite the erasure, correction or change, the initials of the person who signed the bid or the initials of such other person as may be ' autharized by the Bidder ta make erasures, corrections ar changes in the bid, and said authonzation must be evidenced by wz�itten confirrnatipns, executed by the person authorized to sign the initial bid, attached to the bid at the time af submittal. ' Each bid must be submitted on the Bid Proposal provided and must be signed by the Bidder or their duly authorized agent. All blank spaces for bid prices must be filled in, in ink ar typewritten, IN B4TH WORDS AND NUMBERS where called for in the Bid Propasal. If there ' is a discrepancy between the price in words and the price in numbers, the price in words will govern. If there is a discrepancy between the extended bid prices, the unit cost shall be the governing number and the total price ar prices will be adjusted as necessary. ' The Owner reserves the right to pre-qualify all bids, post-quali£y all bids, to reject all bids, not to make an award andlor accept the Proposal deemed mast advantageous and to the best ' interest of the Owner. The Bidder must comply with all information and instructions for Bidders. The award of the Cantract, if made by the Owner, will be made ta the qualified Bidder ' submitting the lawest and best bid,but the Owner shall deterrnine at their own discretion whether a Bidder Is qualified to perform the Cantract, whether by pre-qualifications,past-qualificatian ar other rnethods, and what bid is the lowest and whether it is ta the interest of the Owner ta accept � the bid.
