There are three employees with two (2) parking spaces in the proposed garage, there <br /> will be five (5) parking spaces on site. Parents typically drop their children off and pick them up. <br /> The hours of operation are 6:00 a.m. to 12:00 a.m. <br /> STAFF ANALYSIS <br /> The existing R-3 zoning of the site is not at issue. However, the appropriateness of the proposed <br /> Large Day Care Home at this location is. Staff supports the requested Conditional Use Permit for <br /> a Large Day Care Home. <br /> According to Section XXII.A.3. there are three standards which must be met in order to grant a <br /> Conditional Use Permit. The first standard requires that the use be "necessary for the public <br /> convenience at the location." The proposed Large Day Care Home requires a Conditional Use <br /> Permit (CUP) within the R-3 District. The surrounding uses are small convenience store and <br /> single-family residences to the north, single-family residences to the south, east and west. In <br /> keeping with the Comprehensive Plan, the recommended use for the subject site and area is <br /> residential use with low density are also compatible with the Large Day Care Home. However,the <br /> Future Land Use: Planning District 6,which includes the subject site does not identify any specific <br /> strategy for this area. It serves the daycare needs of families in the area. <br /> The second standard is "designed, located, and proposed to be operated that the public health, <br /> safety and welfare will be protected."The subject property is located on an arterial street with easy <br /> accessibility. The proposed use will also meet the second standard since there are three employees <br /> to help care for these younger and school-aged children. The petitioner also has obtained a State <br /> License to care for up to sixteen (16) minor children. This daycare is located and designed to be <br /> operated in a manner in which the public health, safety and welfare will be protected. <br /> The third standard is the proposed "will not cause substantial injury to the value of other property <br /> in the neighborhood in which it is to be located." The facility should not cause injury to the value <br /> of other properties in the areas as required by the third standard. The petitioner has been operating <br /> a daycare within her house at maximum capacity (16 minor children under a State License) since <br /> 2010. If this CUP is granted, then this Large Day Care Home will come into compliance of the <br /> Zoning Ordinance. Since this Day Care Home's inception,the operation has had no traffic issues, <br />
