Mound Road/Spring Creek(Middle) Bridge (Currently under construction) <br /> Center Street/ Stevens Creek Bridge <br /> Meadowlark Bridge <br /> Taylor Road Bridge (Currently being designed for replacement in 2020) <br /> Grove Road Bridge <br /> Garfield Avenue Bridge/Illinois Central Railroad Yard <br /> Garfield Avenue/22°d Street Bridge <br /> Country Club/Lake Decatur Bridge <br /> BACKGROUND: <br /> City staff conducts routine bridge inspections of 29 bridges throughout the City. Bridge inspections <br /> are completed within guidelines set by the Illinois Department of Transportation(IDOT) and the <br /> Federal Highway Administration (FHWA). The routine inspections can lead to findings that require <br /> a more detailed review, structural analysis, and/or repair. <br /> West Mound Road Bridge <br /> During the inspection of the West Mound Road Bridge over Stevens Creek, significant spalling, <br /> delamination and cracking was found on the Northeast pier(see photo sheet in Appendix A), the pier <br /> has deteriorated significantly from previous inspections. Under the National Bridge Inspection <br /> System (NBIS) guidelines required by the Federal Highway Administration, the new findings <br /> produced a substructure rating of"5" (Fair Condition) on a scale of 0-9 (O=Required Closure, <br /> 9=New). While the overall condition of the West Mound Road Bridge is in good condition with new <br /> beams and deck being replaced in 2007. The piers need to be inspected and repaired to preserve the <br /> structure. The bridge is currently safe for traffic with no restrictions. The amount of pier repair is <br /> unknown until AECOM's review is completed. <br /> Grove Road Bridge <br /> The Grove Road Bridge over the Sand Creek Arm of Lake Decatur has significant pack rust on the <br /> outer I-beams and a severely delaminated concrete deck. Inspections also found the rocker bearings <br /> to be over rotated (see photo sheet in Appendix A). Under the National Bridge Inspection System <br /> (NBIS) guidelines required by the Federal Highway Administration, the new findings of the <br /> superstructure produced a superstructure rating of"5" (Fair Condition) on a scale of 0-9 (O=Required <br /> Closure, 9=New). The bridge's deck condition rating continues to be a 3 (Serious Condition). While <br /> the overall condition of the Grove Road Bridge is in fair condition and the bridge is currently safe for <br /> traffic with no restrictions, it is necessary to review and plan for rehabilitation or replacement of the <br /> structure in the future. The estimated cost and timing of required work is unknown pending <br /> AECOM's review. <br /> AECOM Technical Services <br /> AECOM is a local engineering firm that specializes in bridge engineering. AECOM has completed <br /> many successful bridge projects for the City. Since AECOM is local and familiar with each <br /> structure, City staff approached them to perform these structure reviews. <br /> Engineering Services Agreements <br /> West Mound Road Pier Repair: <br /> The design services are to prepare construction drawings and obtain approval from the Illinois <br /> Department of Transportation(IDOT) to perform the bridge construction work possibly in 2020. The <br /> Design Services Agreement will include the following services: <br />
