Regionally appropriate landscaping, including trees and shrubs, will be provided. <br /> Construction will include one (1) dumpster enclosure with a dedicated recycling area, all on an <br /> accessible route. There will be 24 parking spaces, including 2 accessible stalls and aisles. <br /> Project Description <br /> The proposed project is a new construction development, consisting of a twenty unit building. <br /> The project will consist of a sixteen-unit wing and a four-unit wing, connected by a hallway <br /> door. All of the units will be one-bedrooms and ten of the units will serve residents at 30% AMI <br /> and 10 units will serve residents at 50% AMI. All twenty units will be subsidized with project- <br /> based vouchers from the Decatur Housing Authority. The project sponsor, Woodford Homes, <br /> Inc. (WHI), would like to relocate sixteen individuals living in two functionally obsolete <br /> communal living properties to the proposed development, and add four units that will serve <br /> residents who are ready for an increased level of independence. These four units are for <br /> individuals who are ready for a new level of responsibility and independence, while having <br /> access to peers, friends, and support when desired. <br /> The units will be approximately 525 square feet. The building's common space will include <br /> offices, laundry, and a lounge. The site has ample space for on-site parking, an outdoor seating <br /> area and landscaping. <br /> Target Population and Services <br /> The proposed development will service individuals with persistent mental illness and Williams <br /> Consent Decree members. The Williams Consent Decree works towards moving individuals with <br /> severe and persistent mental illness and dual disorders wanting to transition from living in <br /> institutional settings to community settings. <br /> Woodford Homes, Inc. contracts with a wide variety of local service agencies to provide <br /> services. The service provider for the proposed project is Heritage Behavioral Health with which <br /> they have several projects. Heritage provides short-term individual and/or group counseling in <br /> its Mental Health Adult Outpatient program. The purpose of these services help individuals <br /> develop more effective coping skills in dealing with mental health symptoms with the long term <br /> goal of decreasing their need for future behavioral health services. Heritage also offers crisis <br /> intervention services, supported employment services, community support services as well as <br /> well as substance use and gambling disorder treatment. <br /> Heritage provides additional specific services to Williams Consent Decree members and <br /> employees a Program Manager for the Comprehensive Class Member Transition Program. The <br /> program manager provides clinical and administrative oversight to teams providing outreach, <br /> assessment/evaluations, transition coordination, quality and data monitoring, and clinical care <br /> Page 66 of 163 <br />
