(a) On or before November 1 each year the Fire Chief shall post blank station <br /> bidding sheets in each station reflecting the staffing requirements for each <br /> station specified in Section 3 of this Article. <br /> (b) The bidding process shall begin December 1St 2nd & V with the Fire <br /> Captains beginning the station bid assignments. The station bidding <br /> process will become effective January 1 of each year. The Captains will be <br /> notified by seniority for their station requests. After all Captains have placed <br /> their bids or have been assigned a station, the Lieutenants, by time-in-grade <br /> seniority will then secure their station assignment. <br /> (c) Once the officer's station assignments have been made,the firefighters shall <br /> proceed to make their bids for station assignments. Firefighters may pick <br /> their station assignments according to job seniority subject to the following <br /> limitations: <br /> (i) Each station shall be staffed with a complement of firefighters and <br /> fire officers so that certification requirements in Section 3 for the <br /> station being bid are met (e.g., between two firefighters both <br /> possessing a required certification, the more time-in-grade senior <br /> firefighter has priority; a less time-in-grade senior firefighter <br /> possessing a certification required to satisfy the requirements of <br /> Section 3 has priority over a more senior firefighter without the <br /> certification; where the certification requirements for a station are <br /> met, the more senior firefighter has priority irrespective of <br /> certifications). Stations will be filled with at least the minimum <br /> required personnel. <br /> (ii) Firefighters with less than three(3)years of seniority as of January 1 st <br /> may be assigned at the discretion of the Battalion Chief. Except for <br /> his regular three station rotation, a probationary firefighter will only <br /> be moved as necessary. <br /> (iii) Firefighters who will not be able to be contacted during station <br /> bidding for their battalion must submit to their Battalion Chief a <br /> primary choice and two secondary station assignment requests, <br /> before November 30. <br /> (iv) Any firefighters who have not indicated their preferences by then or <br /> whose preference will not comply with the specification of Section 3 <br /> may be assigned a station by the Chief at his discretion. After all <br /> employees have made their bids, the Fire Chief shall review the <br /> resulting station schedule to ensure it complies with Section 3. <br /> Should the Fire Chief believe that the assignments, as proposed, will <br /> not comply with Section 3, the Chief shall discuss any discrepancies <br /> with the Union President. The Chief may move employees from <br /> stations they have bid only if the employee(s)' bid(s)and the resulting <br /> 5 <br />
