District is complete. Phase Two will be identifying funding sources and constructing a new
expanded Activity Center is now underway. Once a new facility is constructed, CHELP will
move their operations to Scovill Park in the new facility as well but will continue to operate
independently of the Park District in a lease arrangement.
Although the service element is of primary importance, the funding mechanism for providing
these services also needs to be defined. To offset the cost of the Decatur Park District
providing the new services it was communicated by City staff that the funding previously
received by the Decatur-Macon County Senior Center, including the $71,000 provided annually
by the City of Decatur, would transition to the Park District. We would like to request this
transfer of funds to begin in January 2024. The Macon County Health Department has already
agreed to transfer the funding that was previously allocated to the Decatur Macon County
Senior Center over to the Park District.
In addition to the $71,000 previously allocated, the Decatur Park District requests that the City
increase their commitment to seniors as we collectively work to expand programs and
opportunities for seniors in Macon County. Seniors are the number one growing demographic
in our community and both the Park District, and the City should commit to increasing funding
allocated towards senior services and programming. We respectfully request that the City
increase the annual commitment to seniors by $28,500 making the total amount allocated to the
Park District $99,500 for 2024.
The Decatur Park District Board of Commissioners and staff are incredibly excited about the
additional opportunities that will enhance the lives of seniors in Decatur by creating a 'one-stop
shop' for services, programs, and recreational offerings. We look forward to having a greater
impact on our senior community and appreciate the opportunity to partner with the City of
Decatur in this endeavor.
Sincerely,
Clay Gerhard
Executive Director
Decatur Park District
CC: Bob Brilley
Margaret Miller, Decatur-Macon County Senior Center
Julie Walker, CHELP
2
