The quantity of water furnished by either party shall be determined monthly at such time during the month as shall be determined by each party. Within a reasonable time after the quantity of water furnished is determined, the supplying party shall bill the receiving party shall pay said bill on or before the 14th day following the day on which the receiving party is billed. In the event that restrictions upon the use of water, whether as to amount or type of use or otherwise, are established by the Village or the City for the use of water furnished from their respective water systems during any period, the
