EXHIBIT A <br /> ANNEXATION AGREEMENT <br /> This Annexation Agreement made by and between the CITY OF DECATUR, ILLINOIS, a <br /> municipal corporation ("City"), and MCLEOD PROPERTIES, LLC, an Illinois Limited <br /> Liability Corporation ("McLeod"). <br /> WHEREAS, McLeod is the owner of the following described premises: <br /> Part of Lot One(1) of Tiedmann Addition, as per plat recorded in Book 1832, Page <br /> 662 of the Records in the Recorder's Office of Macon County, Illinois. Situated in <br /> Macon County, Illinois. Said part described as follows: <br /> Beginning at a point, said point being the South corner of said Lot 1 of Tiedmann <br /> Addition; thence N O1 degree 10' 44" W to the Southwest corner of Lot 2 of <br /> Tiedmann Addition, 841.11 feet; thence N 88 degree 49' 16" E to a point on the <br /> West Right of Way line of the Illinois Central Gulf Railroad, 686.75 feet; thence S <br /> 38 degree 03' 08" W along the West Right of Way line of the Illinois Central Gulf <br /> Railroad, 1,085.86 feet to the point of beginning. EXCEPT that part conveyed to <br /> Rising Star Properties by Warranty Deed recorded in Book 3936, Page 632 as <br /> Document No. 1762016. Situated in Macon County, Illinois. <br /> AND <br /> Lot Two (2) of Tiedmann Addition, as per Plat Recorded in Book 1832 Page 662 <br /> of the Records in the Recorder's Office of Macon County, Illinois. Situated in <br /> Macon County Illinois, except the East 50 feet thereof, <br /> which Premises ("Subject Property") are located outside of the corporate limits of the City and are <br /> contiguous thereto and may be annexed to the City, as provided under Article 7 of the Illinois <br /> Municipal Code, 65 ILCS 5/7-1-1 et. seq; and, <br /> WHEREAS,McLeod desires to annex said Subject Property to the City,but only upon certain <br /> terms and conditions; and, <br /> WHEREAS, McLeod desires to construct and develop a new 611,000 square foot warehouse <br /> at the property located at 3960 East Mound Road, Decatur, Illinois 62521 ("Development") upon <br /> certain terms and conditions; and, <br /> 1 <br />
