Guidepost
These traffic calming measures should adhere to the following criteria to be considered for installation.
1. Installation must not result in traffic diversion to other neighboring streets
2. A public involvement activity should be held to survey support with at least 10 impacted residents
participating and a majority being in favor of the traffic calming measure
3. Devices shall be installed only where a minimum safe stopping distance can be provided
4. Emergency response departments must approve the plan to ensure that emergency response time or access
is not negatively affected.
Table 5 —Traffic Calming&Safety Improvement Thresholds
Concern Threshold
Speeding 15%of vehicles are travelling 15 MPH over the speed limit or 30%of vehicles are
travelling 10 MPH over the speed limit
Is the location within 0.5 miles of a school, are there more than 5 pedestrians
Pedestrian Safety performing unsafe actions (Crossing where there is no crossing, entering the roadway,
etc.) within the span of an hour, has there been a severe pedestrian crash,or has there
been more than 1 pedestrian crash in a one-year period
Intersection Has there been more than 1 severe crash related to intersection geometry or
Safety/Traffic Signals intersection controls, intersection crash rate can be considered but no hard threshold
can be recommended due to a high amount of variability between locations. *
Ignoring Traffic Controls More than 1 vehicle ignoring stop/yield signs in a 1-hour period or more than 5
vehicles ignoring stop/yield signs in a 24-hour period
Record of damage to more than 1 vehicle due to the condition of the roadway within a
Roadway Conditions 1-month period, more than 1 severe crash due to the roadway conditions in a 1-year
period,or 15%of vehicles travelling performed an unsafe maneuver due to roadway
conditions
*Illinois does not currently document what the statewide average intersection crash rate is. Currently the City is using
a threshold of 1.5 crashes per million entering vehicles. The project team was able to find some states such as
Wisconsin,Massachusetts, and New York that do track this but the data is outdated and highly variable by intersection
control, roadway type, state, and even location within the state. Therefore, it is not a recommended primary way to
identify problem areas.
Kapur Page 44 of 81
all in
