EXHIBIT A-1 <br /> CITY OF DECATUR, ILLINOIS <br /> NE QUADRANT WATER SYSTEM CAPACITY IMPROVEMENTS <br /> SCOPE OF PROFESSIONAL SERVICES <br /> of connecting the proposed transmission main to existing water mains of 12- <br /> inch diameter and larger along the alignment. <br /> f. Execute model for three (3) alternative alignments: 30-inch diameter water <br /> main. <br /> g. Execute model for three (3) alternative alignments: 36-inch diameter water <br /> main. <br /> h. Summarize model results. <br /> 3. Type, Size and Location Report: <br /> a. Perform desktop analysis of the alignment alternatives using compiled GIS <br /> data and WaterGEMS model output. <br /> b. Identify any land or easement acquisition needed, along with potential costs. <br /> c. Develop preliminary opinions of construction cost for the alternatives <br /> evaluated (30% milestone). <br /> d. Develop draft scoring criteria, with input from COD staff, to rank alternatives, <br /> considering the following: <br /> i. Number of permitting agencies involved <br /> ii. Number of utility conflicts <br /> iii. Number of stream crossings <br /> iv. Any environmental impacts <br /> v. Number of land parcels or easements required and acquisition costs <br /> vi. Impacts to local businesses <br /> vii. Construction cost <br /> viii. Other considerations <br /> e. Score and rank the alignment alternatives based on the criteria established <br /> in task 3d. <br /> f. Prepare Type, Size and Location (TS&L) report and submit to COD for review <br /> and comment. Focus will be on using ductile iron pipe, except for <br /> directionally drilled installations. <br /> g. Meet with COD to review TS&L report, receive comments and revise report. <br /> 4. Field Surveys: <br /> a.
