EXHIBIT A-1 <br /> CITY OF DECATUR, ILLINOIS <br /> NE QUADRANT WATER SYSTEM CAPACITY IMPROVEMENTS <br /> SCOPE OF PROFESSIONAL SERVICES <br /> b. Locate above ground utilities with global positioning system (GPS) and set <br /> horizontal and vertical ground control points along the alignment for <br /> construction. <br /> c. Perform detailed surveys at the two connection points (Garfield Ave.tank <br /> and Hubbard / Brush College Road intersection). <br /> d. Request city utility locates <br /> e. Request non-city utility locates through the PUL <br /> f. Request right-of-entry to !DOT, railroad(s) and other affected entities. May <br /> require flagging services. <br /> g. Collect route utility data in the field using a drone (Unmanned Aerial Survey- <br /> UAS) that provides aerial imagery, Lidar data and geo-referenced attributes. <br /> FAA Authorization required for drone survey. Survey preferably done during <br /> leaf-off conditions. It also requires UAS spotter support. <br /> h. Post process field data collected by drone to generate CAD input files. <br /> i. Field investigation of structures along the preferred alignment that includes <br /> sanitary sewer manholes, storm sewer inlets & manholes and water valve <br /> boxes. <br /> j. Reduce field notes, label structures, prepare base map information. Pick up <br /> any missing field data. <br /> k. If necessary, perform field survey of water main upsizing on Garfield Avenue, <br /> from MLK Jr. Drive to the Garfield elevated water tank: approximately 1,900 <br /> feet long. <br /> 5. Geotechnical Engineering: <br /> a. With a preferred alignment selected, engage SKS Engineers to provide <br /> geotechnical engineering services that include: <br /> i. Subsurface investigations (soil borings) at no more than two (2) rail <br /> and stream crossings), each. <br /> ii. Subsurface investigations (soil borings) at no more than three (3) <br /> locations along the preferred alignment to confirm pavement <br /> thicknesses. <br /> iii. Perform pavement cores at no more than three (3) locations along the <br /> preferred alignment. <br /> iv. Geotechnical report for rail crossing(s) <br /> v.
