EXHIBIT A-1 <br /> CITY OF DECATUR, ILLINOIS <br /> NE QUADRANT WATER SYSTEM CAPACITY IMPROVEMENTS <br /> SCOPE OF PROFESSIONAL SERVICES <br /> vi. Shoring plans for rail crossing(s) <br /> 6. Plan and Profile development: <br /> a. Import data files into Civil3D <br /> b. Create plan and profile sheets <br /> c. Design and draft transmission main plan and profile sheets <br /> d. Develop preliminary set of plan and profile sheets for the preferred <br /> transmission main alignment with sufficient detail to engage permitting <br /> authorities. <br /> e. Prepare updated plan and profile sheets with comments from permitting <br /> authorities and internal review comments. <br /> f. Prepare other plan and detail sheets needed to create a complete plan set. <br /> 7. Permitting: <br /> a. Identify the permitting authorities affected by the proposed transmission <br /> main alignment. <br /> b. Contact the individual permitting authorities to notify them of the COD's <br /> proposed project. <br /> c. Confirm individual permitting requirements. <br /> d. Prepare permit applications and support documents. <br /> e. Respond to permit review comments. <br /> f. Revise plans and specifications, where needed, and resubmit. <br /> g. Prepare and submit TEPA permit application. <br /> 8. Land Acquisition (If Needed): <br /> a. Since the preferred water main alignment is not known at the start of work, <br /> the number of land and/or easement purchases is unknown. For the <br /> purposes of estimating effort and expenditures, it is assumed ten (10) <br /> parcels, and ten (10) easements will be acquired. <br /> b. With a preferred alignment selected and land and easement purchases <br /> identified, provide the following: <br /> i. Perform title searches <br /> ii. Prepare legal descriptions for identified parcels <br /> iii. Perform land/easement appraisals <br /> iv. Negotiate land and easement purchases <br /> v. Finalize land and easement purchases <br /> 9. Preparing Engineer's Opinion of Probable Construction Cost (EOPCC): <br /> 25008900.00 A1-6 01/13/2026 <br />
