The City and the Union agree
to the formation of a Multi-Departmental Group Healthcare Committee (GHCC),
comprised of representatives appointed by the City Manager and representatives
appointed by each of the City's organized labor groups. Each union group may appoint
up to four (4) representatives.
The GHCC shall not have the authority to bargain changes to contract terms but will
serve as a labor-management committee to: (1) Inform employees of possible changes
to the City's group health benefits under consideration, and (2) Inform the City of
employee experiences and preferences concerning group health benefits.
The City agrees to establish the GHCC and convene its first meeting no later
than July 1, 2027. The GHCC shall review matters affecting the offerings and services
of group health benefit programs, whether or not such matters require amendment of
collective bargaining agreements.
Section 8.
