Tire Lease Agreement IFB TR 2025-01 EXHIBIT A TIRE LEASE AGREEMENT This Agreement,made on the 6th day of April 2026,by and between BRIDGESTONE AMERICAS TIRE OPERATIONS, LLC,a Delaware Limited Liability Company,with its principal offices at 200 4th Avenue South,Nashville,Tennessee, 37201, ("Bridgestone")and the CITY OF DECATUR, ILLINOIS("City"), a municipal corporation in the state of Illinois,having offices in Decatur, Illinois. WITNESSETH: 1. TIRES. Bridgestone agrees to lease to the City, and the City agrees to lease from Bridgestone, a sufficient quantity of tires to fully equip and maintain an adequate reserve supply for the City's transit fleet, which currently consists of twenty-four(24) transit coaches and two (2)trolley replica coaches, along with any additional vehicles of similar tire specifications acquired during the term of this Agreement ("Transit Fleet"). The City may, upon thirty(30)days' prior written notice, equip up to five percent(5%)of its Transit Fleet with tires from other suppliers for testing purposes. For purposes of this Agreement: • "Tires"means a casing,tube, and flap for tube-type tires, and a casing only for tubeless tires; and • "Transit Fleet"means the vehicles identified above and any additional vehicles operated by the City requiring the same size and type of tires. The City represents that it owns the Transit Fleet identified above. Bridgestone shall deliver tires within thirty(30)days of receipt of a written order from the City.All deliveries shall be made to 555 East Wood Street,Decatur, Illinois,between 7:30 a.m.and 4:00 p.m. (Central Time), Monday through Friday,excluding legal holidays. All tires shall be new or in first-class condition and ready for immediate use. The City shall inspect all tires upon delivery and will assume responsibility only after acceptance. The City reserves the right to reject any tire that is damaged or does not meet required standards,and Bridgestone shall promptly remove and replace such tire at no cost to the City. Bridgestone shall be responsible for the proper disposal of all leased tires. All rims and wheels shall remain the property of the City,and the City shall provide any additional rims or wheels required. Only new or retreaded tires shall be used under this Agreement. Regrooved tires are not permitted. Tire types and sizes to be supplied under this Agreement include,but are not limited to: • 315/80R22.5CTR-Firestone City Transport Radial CTR AZ(article number 000-327,233- 126);and • 275/70R22.5 - Bridgestone 8192 (article number 224-490) 1
