The tank will be
sized in accordance based on the land available to be acquired from Illinois Department
of Transportation (IDOT) and the spacing needs to build and maintain the new tank.
d) Evaluate a single preferred site identified by the City for the location of the new CT and
storage facilities. The site for the new tank will be located immediately southwest of the
existing tank.No other location will be considered.
e) Participate in a preliminary meeting with the IDOT to discuss site access and any
potential right-of-way considerations (one virtual meeting included).
f) Develop conceptual designs for the following.
i) CT through modifications to the existing ground storage reservoir
ii) CT through a new, dedicated prestressed concrete cylinder tank.
iii) CT through a new, dedicated cast-in-place concrete tank.
g) For each alternative, prepare a preliminary site layout and conceptual design for
integrating the new facilities while maintaining existing plant operations. The conceptual
design will include yard piping, preliminary sequencing, and baffling. Identify
preliminary, proposed IDOT right-of-way property line to accommodate new storage tank
construction.
h) For each alternative, develop a conceptual-level (AACE Class 5) cost estimate.
i) Storage and Disinfection Tank Workshop
i) Organize and facilitate one (1) virtual workshop(up to 2 hours)with the City to
present the conceptual design alternatives.
ii) A summary of the workshop, which may be in the form of meeting minutes and/or
presentation slides, will be provided to document the decisions made by the City.
7) RESIDUALS AND LAGOON IMPROVEMENTS
a) Lagoon Improvements
i) Evaluate and develop a conceptual design for improvements to provide increased
flood protection and improve access to the lagoons. The conceptual design will
include the following improvements:
(1) Upgrade the inlet and pump structure for the lagoons to accommodate an increase
in flow, as provided by the City.
(2) Conceptual design for the floodwall around Lagoon 1, 2, and 3 to approximate
elevation 608 ft.
ii) The conceptual design will include conceptual site plans and critical elevations based
on publicly available USGS (or equivalent)topographic data.
b) pH Adjustment
i) Develop conceptual designs for the following alternatives for a pH adjustment system
suitable for occasional use to meet the pH discharge limit of 9.0 when lagoon
supernatant is discharged. Conceptual design will include preliminary design criteria
and general arrangement on a site plan for the storage and feed system.
(1) A new CO2 storage and feed system located at the lagoon site
(2) A new hydrochloric acid storage and feed system located at the lagoon site.
(3) A new CO2 storage and feed system located at the WTP with a feed line to the
lagoon site.
ii) Develop a conceptual-level (AACE Class 5)cost estimate for the proposed site
improvements. The estimate will include the major components of the design,
6
