City of Decatur, Illinois
Proposal
Mailing Services
Quicksilver will provide a service to pick up CITY OF DECATUR's mail at 4:00 PM daily, prepare the mail
according to the requirements of the U.S. Postal Service, and deliver this mail to the U.S. Postal Service
the next business day.
Inserting
Quicksilver will provide a daily service to fold and insert 8.5" by 11"documents into a#10 window
envelope, seal, and deliver to the United States Postal Service. The envelope can include up to 4 inserts.
The service charge will be$0.05 per mail piece.
Permit Postage
Regarding permit postage, the CITY OF DECATUR can choose to have Quicksilver pay permit postage
using Quicksilver's permit account and bill the postage twice monthly. The CITY OF DECATUR can continue
to print its permit number on the envelope, but the postage will be paid by Quicksilver's permit.
The great majority of the CITY OF DECATUR's permit mail qualifies at the First Class Automated 5-Digit rate
which is currently$0.621 per piece. However, some mail does not qualify at this rate because there are not
enough pieces to meet the piece volume requirement (150 pieces to a 5-digit zip code) or Quicksilver's
address reader can't derive a barcode. Please see the attached USPS rate chart for first class presorted
letters to see the range of rates.
To account for this additional postage, Quicksilver agrees to charge the current first class 5-digit rate of
$0.621 plus $0.01 per piece which totals $0.631 per piece.
Mailroom
Quicksilver will provide a mailroom service that consists of weighing and metering correct postage to CITY
OF DECATUR's outgoing letters and packages. Quicksilver will seek the lowest possible rate on each
mailing piece that is available. The service includes submitting certified mail to the USPS and returning the
receipts, The CITY OF DECATUR is responsible for preparing the certified forms.
The service charge for metering mail will be$0.05 per item plus postage.
First Class Automated Presort -Letters
Quicksilver will provide a service to barcode, sort and deliver the mail to the U.S. Postal Service. This mail
can be permit or metered mail. There is no minimum volume on permit mail if the postage is paid by
Quicksilver's permit, If the postage is paid by the CITY OF DECATUR's permit, there is a 500-piece minimum
volume.Metered mail is metered with the SCF rate which is currently$0.672 per piece. There is no minimum
volume requirement with metered mail. Quicksilver will guarantee 100% qualification of all mail that is
properly zip coded. Quicksilver will pay and not charge back residual postage charges from the USPS.
The service charge will be $0.05 per piece. Please see the attached saving chart.
