In 2009 the City retained the services of Shive-Hattery of Bloomington to review and respond to <br /> continuing drainage concerns in the neighborhood protected by the levee. Ever since the <br /> construction of the levee in the early 1980's, yard flooding has been an ongoing concern. Shive- <br /> Hattery published their final report in 2010 detailing several proposals to improve drainage in the <br /> neighborhood. <br /> One significant and easily implemented improvement was the recommended installation of in-line <br /> check valves in the storm drain system to supplement the manual check valves. Every time the <br /> Sangamon River reaches flood stage, City crews are dispatched to close 4 storm drain lines that <br /> extend under the levee. These calls go out during times of flooding in the City and pull crews <br /> from other flood protection duties and require them to travel on foot to difficult to reach check <br /> valves that need to be closed by hand. <br /> The proposed new in-line check valves will seal themselves automatically by water pressure <br /> created by the Sangamon River in flood stage but will allow storm drainage to be discharged at <br /> times of reduced flow in the river. It has always been a problem getting the valves reopened at the <br /> optimal time and with the new system water will discharge automatically as the river recedes (see <br /> the attached valve information). The proposed check valve system will require minor maintenance <br /> to assure that the opening is not blocked. The current manual check valves will remain in place <br /> serving as a backup system. <br /> Letting Results <br /> The project plans and specifications were prepared by the Public Works Engineering Division. <br /> The project was advertised on May 6, 2015, and bids were opened on May 21, 2015. The results <br /> of the letting are as follows (bid tabulation attached): <br /> Bidder Bid Price Compared to Engineer's Est. <br /> Over -Under <br /> Petersburg Plumbing& Excavating, LLC $55,250.00 (-12.30%) <br /> G A Rich& Sons, Inc. $67,394.00 6.97% <br /> Burdick Plumbing & Heating Company, Inc. $74,935.00 18.94% <br /> Entler Excavating Company, Inc. $99,500.00 57.94% <br /> Engineer's Estimate $63,000.00 ------ <br /> Four contractors took out bid packages and submitted a bid proposal for the Sunset Levee In-Line <br /> Check Valve Installation project. Petersburg Plumbing & Excavating, LLC, provided the lowest <br /> responsive and responsible bid at 12.3%below the engineer's estimate. This is the first Public <br /> Works Project Petersburg Plumbing and Excavating, LLC has performed for the City. A review <br /> of references has determined them to provide excellent work. The contractor successfully <br /> installed similar check valves for the City of Springfield. City staff recommends that Petersburg <br /> Plumbing and Excavating, LLC, be approved to complete this project. <br /> Page 12 <br />
