Permits&Si n offs
1. Construction documents will be sent to regulatory agencies for permits and approvals.
IEPA Loan Application
1. This scope of work assumes the project will be funded through the IEPA Revolving Loan
Program. Therefore, the necessary contract documents will be included in the specifications.
The engineering contract must have special provisions to qualify for loan reimbursement. The
engineer must take affirmative actions before using any sub-consultants. Loan forms will be
filled out for the City to review. The loan will require that the City Council pass an authorizing
ordinance. The ENGINEER can modify IEPA's model ordinance, but City Council must finalize
the ordinance. The City must demonstrate to IEPA that there is a dedicated source of revenue to
repay the loan. IEPA must approve the City's sewer use ordinance and user fees. The City's
Legal Council must write an opinion on the enforceability of the ordinances. The ENGINEER
will assist the City by giving advice, by aiding in completing applications, and by preparing
engineering supplements to the applications.
Deliverables
1. Five sets of Plans and Specifications
2. Opinion of Probable Cost
3. Regulatory Permit Applications
4. IEPA Waste Water Revolving Loan Application
5. Easement and Plat for acquisition of Easements and Land
Exclusions
1. Not anticipated in the project and not included in this scope of work are hydraulic modeling or
analysis, archeological or historical studies, flood analysis, public meetings, or public hearings.
2. This scope of work assumes that the City will provide traffic control equipment and personnel for
performing surveying and internal inspections in or adjacent to high traffic streets. The contract
price shall be equitably adjusted if the ENGINEER provides traffic control on the above named
streets.
Multiple Concurrent Construction Contracts
Should the City require the contract documents to be prepared to allow for multiple divisions of
work with multiple prime contractors, the ENGINEER's design fees and schedule will be
equitably adjusted to reflect the increased complexity of the PROJECT.
Last Revised:05/15/2013 A-4
