BACKGROUND:
Fairview Avenue Pavement Improvement
In 2011, the City was informed by the Illinois Department of Transportation(IDOT)of their
intention to mill and overlay the asphalt pavement on Fairview Avenue from Marietta Street to
South Side Drive in Decatur. The paving was restricted to the through traffic lanes and IDOT did
not plan to replace any side street approaches with the project. The Public Works Department
reviewed the side street approaches along this section of Fairview Avenue and requested that IDOT
replace the approaches on both sides of West Main Street and the east approach of Sunset Avenue.
The estimated cost to perform this work was $23,000 which included $20,000 in resurfacing costs
and $3,000 in Design and Construction Engineering.
The City-State Agreement authorized an expenditure of$23,000 with a provision for the City to
provide any additional funds necessary to cover the actual paving costs completed on City owned
streets. On December 26, 2014, the City received an invoice(attached) showing the final City share
of the work to be $28,808.49. In order to expend the Motor Fuel Tax funds necessary to pay the
final invoice, an additional amount of$5,808.49 must be authorized by the City Council.
SCHEDULE: The work on Fairview Avenue was completed in 2012.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Illinois Department of Transportation
STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City Engineer.
Richard Marley will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
BUDGEUTIME IMPLICATIONS:
Budget Impact: Funding to pay the City's remaining share of construction and engineering costs is
available in the Motor Fuel Tax Fund.
