e
Schedule.
On July 16, 2014, City staff was informed that Dunn Company would begin their work on Grand
Avenue starting July 18. At this point staff contacted John Betscher who is the owner of the
business at 1301 N Calhoun Street to inform him of the closure and allow him to make any
accommodations needed to operate his business. Mr. Betscher was informed of the reasons for
the closure and that the block of Grand between Calhoun and Illinois could be opened up at
times if it is safe to do so. Mr. Betscher was informed that the work was scheduled to last until
August 4'h with possibilities of it taking longer based on delays. As worked progressed it became
apparent that the work was taking longer than expected and now the current completion estimate
is August 20'h.
While Grand Avenue remains closed, traffic can detour around the construction on the Garfield
t
Avenue overpass. Residents of Wabash Crossing can use Condit Street oget east of the railroad
tracks. Mr. Betscher's patrons can still access his business from Calhoun Street and can get there
from Locust Street off of Jasper Street. Pedestrian traffic does not seem to be impacted.
Alternative Schedule.
City engineering staff met with Dunn Company representatives to find out if there is a way to
reduce the time Grand Avenue is closed. Dunn Company indicated that the road could be
opened by August 15`h by using quick setting concrete and taking the risk of paving with hot mix
asphalt along new concrete that has set for only a day or two. The weather may still add delays
but the contractors said they will work through the rain as much as is possible. The contractor
may also work on Saturdays if properly compensated for the overtime. IDOT will not allow
MFT funds to be used to cover the costs of overtime work, but MOT will permit other sources of
money to be used. Dunn Company estimated that working this Saturday would cost an extra
$1,500. For Dunn Company to do any paving on a Saturday, the cost could be in the area of
$5,000. Due to the present financial situation, there are no other sources of funds to pay
additional overtime costs.
Condition of Grand Ave. prior to construction Pro ress as of Aug. 5,2014
k
e x
Page 2
