November 1, 2010—The City Council met in Study Session to discuss the Big Four Projects; <br /> Water Infrastructure, Sanitary Sewer Infrastructure, Stormwater Infrastructure and the Police <br /> Department Space Needs. The Sanitary Sewer Master Plan discusses the need for rehabilitation <br /> of the City's Large Diameter Critical Sewers. <br /> February 7, 2011 —The City Council approved Ordinance 2011-07 amending City Code <br /> Chapter 72 "Sewer User Charge"to increase the sewer user charge 12 cents per one hundred <br /> cubic feet of water used per year for 5 years beginning May 1, 2011. <br /> January 18, 2011 —The City Council approved resolution R2011-03 authorizing an Engineering <br /> Services Agreement for$166,250 to BGM to prepare the Critical Sewers Facilities Plan for <br /> Illinois Environmental Protection Agency(IEPA) approval. IEPA requires a Facility Plan to <br /> receive state administered loan program funds. <br /> May 20, 2013—The City Council approved resolution R2013-50 authorizing a Professional <br /> Engineering Services Agreement between the City of Decatur and BGM to Design the Union <br /> Street Sewer Rehabilitation Project for a fee not to exceed $198,700. <br /> BACKGROUND: <br /> The City's critical sewers are <br /> designated on Figure 1. The Union <br /> Street Sewer(shown in green) is the McKinley Ave <br /> second of the five critical sewers to <br /> be rehabilitated. The work to <br /> rehabilitate the first critical sewer, <br /> the Lake Shore Drive Sewer, will be <br /> completed this summer. The Union <br /> Street Sewer, one of City's oldest <br /> sewers, begins just west of the 7tb Ward <br /> intersection of Cerro Gordo Street <br /> and Edward Street and extends south Broadway <br /> along a corridor between Union <br /> Street and Church Street. It flows to <br /> the Sanitary District owned Lincoln <br /> Park Combined Sewer Overflow Union St <br /> facility near the old City Dam on the <br /> Sangamon River. Much of the <br /> Union Street Sewer was constructed <br /> using clay bricks placed in an egg- <br /> shaped cross section ranging in sizes Figure 1 Lake Shore <br /> from 32"x48"to 42"x48". The <br /> southernmost portion of the sewer is circular with a maximum diameter of 54". The location of <br /> the sewer is shown in further detail in Figure 2 on the next page. <br /> Page 12 <br />
