Alexander, Director of Water Management SUBJECT: Annual Water Main Replacement Project, City Project 2014-10 SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached resolution awarding the contract for the Annual Water Main Replacement Project, City Project 2014-10,to Entler Excavating Company, Inc., as the lowest, responsible bidder in the amount of$294,060.88, and that the Mayor be authorized to execute the contract, and the City Clerk to attest. PRIOR COUNCIL ACTION: The City Council approved the FY 2014 Capital Improvements Plan which included an allocation of funds for this project. The City allocates funds for a yearly water main replacement project. BACKGROUND: Project Description The City's Annual Water Main Replacement project targets water main segments throughout the City experiencing a high rate of main breaks or that require extensive repairs. The Water Management Department tracks each repair made and uses the compiled data to determine which water mains need to be replaced and then the list is prioritized to meet the available funding. This year's project proposes work at 2 locations on the south side of the City: Medial Drive and Route 51: Over the winter of 2012-13 a water main broke under Rt. 51 approximately 400' south of I"Drive. The 2013 Water Main Replacement Project abandoned this crossing and replaced a section of 12" water main on the east side of Rt. 51 as shown on the attached location map. Replacing the 12" main was the first phase of the overall work that must be completed to fully restore the water distribution system in the area. The second phase of the work is to bore a new main under Rt. 51 at Medial Drive to create a second connection to the neighborhood west of Rt. 51. This work is planned as part of the 2014 Water Main Replacement project. South Side Drive at Ward Branch: This portion of the 2014 Water Main Replacement project replaces a segment of 12" water main extending from Ward Branch west to Farm&Fleet as shown on the attached location map. This work will include directionally boring a new water main under Ward Branch and also bore a new main under South Side Drive. This segment of water main has had several breaks over the years including one in 2010 that destroyed a large section of South Side Drive. Page I 1
