I
I
3070 North Water Street
January 8,2015
4. The total number of parking spaces as approved by the B-3 amendment in June of 2014 was
832. With the location of the fuel center as it was actually constructed, there will be a
reduction of 15 parking spaces. The spaces approved to be located along the west side of the
fuel center area will no longer be provided. Kroger's current plan adds five (5) parallel
parking spaces adjacent to the ATM stacking spaces. The proposed parallel spaces and
approved stacking spaces are only separated by a 2.5 foot painted median. Staff believes
j these may be more detrimental than beneficial to the overall operation of the site and
recommend these five (5) spaces be removed from the plan. The total number of parking
spaces for the entire subject site will now be 817.
STAFF ANALYSIS
1. The proposed amendment to the B-3 is consistent with the character of the surrounding
neighborhood and general area. The shopping center has been located in the area since the
1960s and does not appear to have had an adverse effect on the neighborhood or general area.
4 2. The B-3 is consistent with the intent of the approved B-3, its amendments and the
Comprehensive Plan.
3. The B-3 plan has been reviewed and approved by the City's Technical Review Committee,
Planning,Engineering and Fire.
STAFF RECOMMENDATION
1. Staff recommends approval of the B-3 amendment with the following conditions:
a. The five parallel parking spaces adjacent to the ATM stacking spaces shall be removed
from the plan.
b. The dwarf variety of the burning bush may be used as long as the height or spread at time
of installation is 24 inches.
c. Existing grading shall be provided on sheet C1.2 prior to the petition being heard by City
Council.
PLAN COMMISSION ACTION
1. According to section XIII.F. of the Zoning Ordinance the Plan Commission shall review the
application at a public hearing and will make findings concerning the consistency of the
application with the Comprehensive Plan, the Zoning Ordinance and other land development
regulations. Based on the findings, the Plan Commission will make a recommendation to the
City Council. A motion to forward Calendar Number 15-02 to the City Council with a
recommendation for approval is suggested.
The above report constitutes the testimony and recommendation of the Planning and
Sustainability Division, Department of Planning and Building Services,City of Decatur.
Suzan M.
