Considering the age of the existing emergency generator,this option <br /> appeared to be the best choice. <br /> The City's recent financial constraints presented a barrier that prevented moving ahead with the <br /> generator replacement project. A funding solution was found when staff reviewed the utilization <br /> of existing equipment and realized that the 2008 Caterpillar 12M Motor Grader was <br /> underutilized having only 1,148 hours of run time. This unit of equipment was originally <br /> acquired for grading and shaping roads and alleys. In recent years, an alley grader box <br /> attachment for one of the City's tractors was acquired to grade and shape alleys. The grader box <br /> is faster, produces better results and costs far less than a motor grader. The motor grader was <br /> purchased with a"buy-back"provision with a guaranteed resale price of$110,000. The motor <br /> grader was offered for sale on GovDeals.com. The highest bid received was for$125,500, which <br /> was accepted. <br /> Project Description <br /> The Decatur Municipal Services Center Generator Replacement project consists of replacing a <br /> 75 KW generator and 200 amp transfer switch with a new 250 KW generator and 1,000 amp <br /> transfer switch. The City will retain ownership of the existing generator. When the project is <br /> complete, it will be sold at auction. <br /> The project scope and specifications were prepared by Architectural Expressions, LLP, with <br /> three alternate bids. The project was advertised on May 15 and 22, 2013, and bids were opened <br /> on May 29, 2013.
