Marley, P.E., Public Works Director <br /> SUBJECT: Rejection of Bids for the Franklin and Main Streets Reconstruction and <br /> Rehabilitation Project <br /> City Project 2010-13 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolutions authorizing the following: <br /> 1. A resolution rejecting all bids for the Franklin and Main Streets Reconstruction and <br /> Rehabilitation project, City Project 2010-13. <br /> 2. A resolution authorizing an amendment to the design services agreement between the City <br /> of Decatur and Homer L. Chastain &Associates to design improvements to South Main <br /> Street and South Franklin Street between Wood Street and Cleveland Avenue for an <br /> additional fee of$10,000 which is added to the current authorized fee of$131,431 for a total <br /> not to exceed fee of$141,431. <br /> PRIOR COUNCIL ACTION: <br /> June 18, 2007- Council approved Resolution 82007-102 authorizing the City to enter into an <br /> agreement with Homer L. Chastain& Associates, (Chastain) to perform a traffic impact analysis for <br /> Core City Development at a cost of$75,000. The Decatur Urban Area Transportation Study <br /> (DUATS) reimbursed $45,000 of the cost. <br /> October 21, 2010—Council approved Resolution R2010-202 authorizing and approving the <br /> Jurisdictional Transfer of North and South Route 51 (Franklin Street and Main Street) between <br /> Eldorado Street and Cleveland Avenue. The City is to receive $2,245,000 upon approval of the <br /> transfer by the State. The State requires that the funds be expended in accordance with Motor Fuel <br /> Tax requirements. <br /> December 6, 2010—Council approved Resolution R2010-230 authorizing a design services <br /> agreement between the City of Decatur and Homer L. Chastain &Associates to design <br /> improvements to South Main Street and South Franklin Street between Wood Street and Cleveland <br /> Avenue for a fee not to exceed $101,774. Resolution R2010-231 authorized the use of Motor Fuel <br /> Tax funds to pay for the engineering services. <br /> Page l 1 <br />
