October 3, 2011 —Council approved Resolution 82011-155 authorizing an amendment to the <br /> design services agreement between the City of Decatur and Homer L. Chastain&Associates to <br /> design improvements to South Main Street and South Franklin Street between Wood Street and <br /> Cleveland Avenue for an additional fee of$29,657 which is added to the current authorized fee of <br /> $101,774 for a total not to exceed fee of$131,431 <br /> BACKGROUND: <br /> Street Improvement Project <br /> As part of the jurisdictional transfer of Business Route 51 between Cleveland Avenue and Eldorado <br /> Street.from the State to the City, the City received $2,245,000 to improve Main Street and Franklin <br /> Street between Cleveland Avenue and Eldorado Street. <br /> The project design was prepared by Homer L. Chastain &Associates, LLP, and approved by the <br /> City and the Illinois Department of Transportation(IDOT) for the use of Motor Fuel Tax funds. <br /> The project was advertised on July 5, and July 12, 2012, and bids were opened on July 19, 2012. <br /> The results of the letting are as follows: <br /> Bidder Bid Price Compared to Engineer's Est. <br /> Over(-Under) <br /> Illinois Valley Paving,A Division of UCM, Inc. $1,849,256.24 41.40% <br /> Mid-States General&Mechanical Contracting <br /> Corp. No Bid <br /> Engineer's Estimate $1,307,791.20 ------ <br /> Illinois Valley Paving provided the sole bid for the project. The bid is 41.4%over the Engineer's <br /> Estimate. The project design included a special asphalt mix design which was recommended by the <br /> Illinois Department of Transportation to handle the high volume of truck traffic on Main and <br /> Franklin between Wood and Cleveland. During discussions after the bid opening it was discovered <br /> that the special asphalt is only mixed by Illinois Valley Paving in this area. <br /> The City's design engineer, Homer L. Chastain&Associates, LLP has reviewed the bid and <br /> recommends that the City Council reject the bid. They further recommend that the asphalt mix <br /> specified for the roadway be changed to an asphalt that is more widely available to provide <br /> opportunity for additional bids. They recommend that the project be further reviewed in light of the <br /> bid received to determine other potential changes to reduce the project cost. <br /> Page 12 <br />
