Anderson Plaza <br /> Decatur, IL 62523 <br /> Dear Mayor McElroy: <br /> SUBJECT: Action Plan Approval and Transmittal <br /> of Grant Agreements <br /> Program Year 2012 <br /> Decatur, Illinois <br /> I am pleased to inform you of your community's Fiscal Year(FY) 2012 allocations <br /> for the Office of Community Planning and Development's (CPD) formula programs, <br /> which provide funding for housing, community and economic development activities, and <br /> assistance for low- and moderate-income persons and special populations across the <br /> country. The City of Decatur's FY 2012 available amounts are: <br /> Community Development Block Grant (CDBG) $1,238,838 <br /> HOME Investment Partnerships $ 349,266 <br /> There are several important program priorities I would like to highlight for the <br /> upcoming year. <br /> First,the Homeless Emergency Assistance and Rapid Transition to Housing Act of <br /> 2009 (HEARTH Act) amended the McKinney-Vento Homeless Assistance Act, including <br /> major revisions to the Emergency Shelter Grants program, now the Emergency Solutions <br /> Grants (ESG) program. HUD published an Interim Rule in the Federal Register on <br /> December 5, 2011, and it became effective January 4, 2012. <br /> The Interim Rule establishes requirements for conforming Substantial Amendments <br /> to the 2011 and 2012 Annual Action Plans. An amendment to the City's current <br /> Consolidated Plan is not required by the Interim Rule. The City must, however, <br /> incorporate new HEARTH Act requirements for ESG into any future Consolidated Plan <br /> submissions. <br />
