APPENDIX A <br /> SUMMARY OF PRIOR COUNCIL ACTION <br /> • May 19, 2008— Council approved Resolution R2008-67 approving a 10 year pricing agreement <br /> with Sternberg Lighting of Roselle, Illinois, for the purchase of 13' tall, square tapered pole, <br /> pedestrian light poles and luminaires. <br /> • October 21, 2010—Council approved Resolution R2010-202 authorizing and approving the <br /> Jurisdictional Transfer of North and South Route 51 (Franklin Street and Main Street), between <br /> Eldorado Street and Cleveland Avenue. The City is to receive $2,245,000 upon approval of the <br /> transfer by the State. The State requires that the funds be expended in accordance with Motor <br /> Fuel Tax requirements. <br /> • November 15, 2010— Council approved Resolution R2010-79 which provided for the issuance <br /> of Four Series General Obligation Bonds of the City of Decatur and provided for the Levy and <br /> Collection of a Direct Annual Tax for the payment of the Principal and Interest on the Bonds. <br /> Funding for downtown capital improvements were identified for $8.76 million of the <br /> authorized bond. <br /> • December 6, 2010— Council approved Resolution R2010-223 authorizing a $168,000 <br /> Professional Services Agreement between the City of Decatur and Massie Massie and <br /> Associates to provide program administration assistance for the design of downtown <br /> streetscape and open space improvements. The proposed work includes sidewalks, parks, open <br /> spaces and parking in the downtown area. <br /> • March 7, 2011 — Council approved Resolution R2011-20 authorizing a$354,238.43 <br /> Professional Services Agreement between the City of Decatur and Phillip W. Cochran <br /> Engineering to design streetscape improvements for the Water Street corridor between <br /> Eldorado Street and Wood Street. <br /> • March 21, 2011 —Council approved Resolution R2011-33 authorizing a$444,626.28 <br /> Professional Services Agreement between the City of Decatur and Homer L. Chastain & <br /> Associates, LLP, to design streetscape improvements for the Main Street corridor between <br /> Eldorado Street and Wood Street. <br /> • April 4, 2011 —Council was given a presentation on the proposed downtown streetscape <br /> improvement program in Study Session. <br /> • May 16, 2011 —Council approved Resolution R2011-69 approving a Project Labor Agreement <br /> (PLA) with the Decatur Building & Construction Trades Council, AFL-CIO; Mid-Central <br /> Illinois Regional Council of Carpenters; International Brotherhood of Teamsters and <br /> Chauffeurs Local#279 for the Downtown Streetscape Project and the Rehabilitation of Main & <br /> Franklin Streets from Cleveland to Wood Streets. <br /> • June 6, 2011 —Council approved Resolution R2011-82 authorizing Change Order#1 to the <br /> Agreement with Homer L. Chastain & Associates, LLP, in the amount of$12,000 to provide a <br /> traffic analysis of the downtown street system as part of the Main Street Streetscape <br /> Enhancement Project for a total adjusted Agreement amount of$456,626.28. <br /> Page 13 <br />
