Staff has been closely working out an agreement with the building owners of Sams Hockaday. In
looking at the feasibility of the restoration, a major component would be to fill the sub-sidewalk vaults.
The Main Street Streetscape Project, currently under contract with Feutz Contractors, includes filling
in the vault on Main Street and other smaller vaults at various locations. The proposed change order
includes building a wall in the basement,on the Main Street side, to block off the vault area so that it
can be filled in. The change order also includes filling in the Prairie Street vault and adding
streetscape improvements on the sidewalk adjacent to the building.
The vault work and Prairie Street streetscape improvements adjacent to the Sams Hockaday building
are similar in nature to work currently being completed by Feutz and project funding is proposed from
the same bond fund as the redevelopment agreement. Therefore, a request was made to Feutz to
provide a change order to include the work to fill the sub-sidewalk vaults by installing interior walls in
the basement, removing the sidewalk cap, filling the vaults and installing streetscape improvements on
the building's Prairie Street frontage. The proposed change order is $226,023.74. The cost has been
reviewed by Homer L. Chastain and Associates, LLP, the City's engineering consultant for the project,
and is in line with other work of a similar nature being performed by Feutz and utilizes existing unit
prices in place for the Main Street Streetscape Project.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: Massie Massie and Associates, Homer L. The additional cost of$226,023.74 for the requested
change order, added to the original contract amount of$4,087,534.04, is for a total adjusted project
cost of$4,313,557.78.
Staffing Impact: Staff time has been allocated for managing the downtown streetscape work.
This Memorandum was prepared by Matthew C.
