Country Club Bridge over Lake Decatur <br /> The most recent inspection determined that significant corrosion was present at the south ends of <br /> the two outside beams. Follow-up inspections were also performed by the Illinois Department of <br /> Transportation(IDOT) to determine if load restrictions were necessary. IDOT requested that <br /> temporary shoring be placed under the bridge until repairs could be made. The project will <br /> install metal plates to strengthen the corroded beams thereby restoring full capacity to the <br /> structure. The repairs will require Country Club Road to be closed for approximately 2 weeks. <br /> Garfield Bridge over 22nd Street <br /> An inspection in 2010 recommended that the following repairs be completed: <br /> 1. Repair erosion on the northwest corner of the structure near the abutment. <br /> 2. Replace the failed slope wall on the west side of the structure. <br /> 3. Replace a portion of the concrete deck near the east side of the bridge that had <br /> deteriorated. <br /> This project will address item 3 by replacing a deteriorated section of the bridge deck. City <br /> crews will perform the erosion repairs identified as item 1. Item 2 will be deferred to a future <br /> project that will replace the entire deck currently planned to be completed in 5 years. <br /> Bid Results <br /> The project scope and specifications were prepared by Homer L. Chastain & Associates, LLP <br /> and approved by City staff and the Illinois Department of Transportation (IDOT) for the use of <br /> Motor Fuel Tax funds. The project was advertised on March 21, and 28, 2012, in the Decatur <br /> Tribune and March 22, and 29, 2012 by IDOT and bids were opened on April 5, 2012. The <br /> results of the letting are as follows (bid tabulation attached): <br /> Compared to <br /> Engineer's <br /> Bidder Bid Price Est.Over(-Under) <br /> Halverson Construction Company, Inc. $48,105.00 58.37% <br /> Illinois Valley Paving, a Division of United Contractors $77,710.90 155.84% <br /> Midwest, Inc. <br /> Engineer's Estimate $30,375.00 -------- <br /> Halverson Construction Company, Inc. provided the low bid and has successfully completed <br /> other projects of this type for the City. The low bid amount is significantly higher than the <br /> engineer's estimate, generally due to the low volume of work and the complexity of the repairs <br /> needed on the Country Club Bridge. The outer beams of the bridge are currently supported by <br /> temporary timbers and the repair will require working around the varying level of the lake. It is <br /> likely that rebidding the project will not result in a better price for the work. A letter of <br /> recommendation from Homer L.
