City Plan Commission
August 2,2012
Page 4
Mr. Heavner said the difficulty with the property values is that at this time, given the state of the
economy generally, it is hard to know what is going to happen in two (2) years. The housing
market in the country and the state has gone down. It would be very difficult to agree on a.
guaranteed price when high end homes in the area that are not close to industry are down thirty-five
to forty percent.
Mr. Matt Dial said he was under the impression that there would be a substation on each Tract. Mr.
Heavner said it would be one or the other. Mr. McDonald said they have not finalized the location.
They are looking at Tract B as they could provide power to the waste treatment plant.
Mr. Heavner said this is a pilot project working with all the partners to take CO2 out of the air. As
this project goes forward it could lead to economic development not only in Decatur but all over.
Decatur has a chance to be a leader in this technology. This is something that Decatur can be
known for. This project will happen somewhere else if not in Decatur. This is hopefully the start of
something big.
Mr. Dial asked if ADM would have to come back to the Plan Commission if they wanted to build
something else that would be more evasive on these Tracts. Ms. Suzy Stickle stated if the rezoning
is approved today, anything that is permitted in the M-2 District would be allowed to be built as
long as it meets the other regulations in the Zoning Ordinance and Building Codes, it would be an
administrative review.
Mr. Matt Beck was sworn in by Mrs. Poland.
Mr. Matt Beck lives in the area, is a business owner in Decatur and is representing his two (2)
sisters and the area residents. Mr. Beck said your home is the most important things that you
purchase. Mr. Beck said this project will severely affect the property values of the surrounding
homes. Mr. Beck stated he is not against this project. All the homeowners want is protection so if
and when they want to sell their homes there is a plan. As of now, no one is planning to sell their
home. In the future, if ADM continues to develop or builds another plant, they might want to sell
their homes. Everyone he has talked to tells him once you rezone from residential to heavy
industrial it affects the value of your home substantially.
Mr. Beck said the combined total value of the homes is between $3 and $4 million. No one would
buy their homes if there are no guarantees. They are planning a substation; he would like to know
what is next. He built his home in 1998 and had a golf course in his back yard. He felt the golf
course would be there for quite some time and now he has industry in his back yard. The residents
need to be protected.
Mr. Myatt asked if the five hundred foot green space is enough to protect them. Mr. Beck said it is
not the green space issue it is what is going to happen in the future. Mr. Beck said the three (3)
things that have to happen are the exit and entrance from both ways, the green space and there has
to be an exit strategy for homes.
Mr. Brad Pugh was sworn in by Mrs. Poland.
Mr. Pugh stated the problem is commitment and not knowing the future. Mr. Pugh wants to know if
ADM is going to commit that they will never change the R-1 District that is left if this rezoning
petition is approved. He said ADM has told them if they put a gate up on the road the residents
would get a pass and the residents can give them a list of names of people who would be allowed to
go through the gate. ADM has them surrounded and will not commit to the future. ADM believes
this development will not affect the value of the residents' homes. ADM will not promise that they
will never seek rezoning of the remainder of the park property which is the R-1 District.
