Excerpts from Plan Commission Minutes of September 1,2011: <br /> Cal.No. 11-35 Petition of ST. MARY'S HOSPITAL, to amend the <br /> PD Planned Development located at 1800 EAST <br /> LAKE SHORE DRIVE for signage. <br /> Ms. Stickle presented the recommendation of staff: <br /> The approximately 33 acre subject site currently contains St. Mary's Hospital, Medical Offices, <br /> and parking lots. <br /> In 2002, the subject site was rezoned from R-3 Single Family Residence District and 0-1 Office <br /> District to an 0-1 PUD Planned Unit Development District for a new office building and <br /> additional parking. It was then rezoned to a Planned Development (PD) in 2003 when the <br /> hospital acquired more property and requested to add more signage. The PD was then amended <br /> in 2007 to allow for emergency room directional signage on the property. An amendment <br /> occurred in September of 2008 to allow for additional acreage to be added to the west, a new <br /> sign and 245 new parking spaces. Another amendment in March of 2009 allowed for the <br /> expansion of the emergency department, admitting and lobby areas as well as additional parking <br /> spaces. The latest amendment occurred in February of 2010 to allow for temporary signage to <br /> promote the emergency room expansion until the construction project is completed. The <br /> temporary signage is to be removed when the construction project is complete or by June 30, <br /> 2012. <br /> The subject petition requests that the PD be amended to allow for four (4) new monument style <br /> freestanding signs with stone covering the structures on campus. There are currently four (4) <br /> freestanding signs on the campus. This amendment would only actually increase the total <br /> number to six (6) because two (2) signs are going to be replaced with the new signage. There <br /> will be a sign at each of the three (3) entrances to the hospital campus. These signs will be 11 <br /> feet in height with cabinet/sign area not to exceed 64 square feet. The signs are essentially large <br /> wayfinding signs which will help patients and visitors navigate the campus with ease. Two (2) <br /> of these signs will be setback five (5) feet from the property lines along South 16th Street and <br /> located south of their respective entrances. The third wayfinding sign will be setback 25 feet <br /> from the property line along East Lake Shore Drive and located south of the entrance. The <br /> fourth freestanding sign will be setback 10 feet from the south property line and 40 feet from the <br /> west property line at the corner of South 16th Street and East Lake Shore Drive. These setbacks <br /> from the property lines will allow the sign to be setback from the residential districts/uses 100 <br /> feet. This sign will be 20 feet in height and a cabinet of 110 square feet with 100 square feet in <br /> sign area, this includes a 32 square foot electronic message unit. <br /> Thero osed amendment to the PD is consistent with the character of the surrounding <br /> p p g <br /> neighborhood and general area. <br /> The PD amendment is consistent with the intent of the original PD and the Comprehensive Plan. <br /> Staff recommends approval of the amendment to the PD with the following conditions: <br /> a. The two (2) signs located at the west entrances shall be setback no less than five (5) feet <br /> from the property line along South 16th Street. They shall not exceed 11 feet in height and <br /> shall not exceed 64 square feet in cabinet/sign area. <br />
