Stickle, Senior Planner <br /> SUBJECT: Amend Planned Development St. Mary's 1800 East Lake Shore Drive <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the amendment to the <br /> Planned Development with the following conditions: <br /> a. The two (2) signs located at the west entrances shall be setback no less than five (5) feet <br /> from the property line along South 16th Street. They shall not exceed 11 feet in height and <br /> shall not exceed 64 square feet in cabinet/sign area. <br /> b. The sign located at the east entrance shall be setback at least 25 feet from the property line <br /> along East Lake Shore Drive. It shall not exceed 11 feet in height and shall not exceed 64 <br /> square feet in cabinet/sign area. <br /> c. The sign to be located near the corner of South 16th Street and East Lake Shore Drive shall <br /> be setback no less than 40 feet from the property line along South 10h Street and no less <br /> than 10 feet from the property line along East Lake Shore Drive. This sign shall not <br /> exceed 20 feet in height. The cabinet (including the EMU) shall not exceed 110 square <br /> feet in area. The sign area shall not exceed 100 square feet and no more than 32 square <br /> feet of the allowed 100 square feet shall be an electronic message unit. <br /> d. Sign permits will be required before any signage is installed. <br /> The City Plan Commission voted 6-0 to recommend approval of this petition at the September 1, <br /> 2011 meeting; the minutes of the meeting are attached. <br /> BACKGROUND: The approximately 33 acre subject site currently contains St. Mary's <br /> Hospital, Medical Offices, and parking lots. <br /> In 2002, the subject site was rezoned from R-3 Single Family Residence District and 0-1 Office <br /> District to an 0-1 PUD Planned Unit Development District for a new office building and <br /> additional parking. It was then rezoned to a Planned Development (PD) in 2003 when the <br /> hospital acquired more property and requested to add more signage. The PD was then amended <br /> in 2007 to allow for emergency room directional signage on the property. An amendment <br /> occurred in September of 2008 to allow for additional acreage to be added to the west, a new <br /> sign and 245 new parking spaces. Another amendment in March of 2009 allowed for the <br /> expansion of the emergency department, admitting and lobby areas as well as additional parking <br /> spaces. The latest amendment occurred in February of 2010 to allow for temporary signage to <br /> promote the emergency room expansion until the construction project is completed. The <br /> temporary signage is to be removed when the construction project is complete or by June 30, <br /> 2012. <br />
