2300-2400 Block of North Florian Avenue
January 6, 2011
2. The size of the proposed site is 16,000 square feet and is currently zoned R-3 Single Family
Residence District RDP. The R-3 zoning allows a minimum lot size of 6,000 square feet. If this
lot were to be divided equally into two (2) lots, it would have a minimum lot size of 8,000 square
feet. The proposed development exceeds the R-3 requirements creating a less dense development
than could otherwise occur.
STAFF ANALYSIS
1. This particular area proposed use is compatible with the adjacent use to the north.
2. The surrounding zoning is an R-3 Residence Development Plan and is developed with single
family units as well as multiple dwelling units. The Decatur Urban Area Land Use Plan shows
this area as Residential-Low Density. Staff is of the opinion that the construction of a duplex
would still allow the land to be used in a low density function and it is in harmony with the City's
Comprehensive Plan. Amending the R-3 RDP for the proposed construction of a duplex should
not have an adverse effect of the surrounding area.
STAFF RECOMMENDATION
1. Staff recommends approval of the R-3 RDP amendment.
PLAN COMMISSION ACTION
1. Section XIX.G.2. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold
a public hearing to review the Residential Development Plan and report its findings concerning
the effect on the comprehensive plan and compliance with the standards of review to the City
Council. A motion to forward Calendar Number 10-36 to the City Council with a
recommendation for approval is suggested.
The above report constitutes the testimony and recommendation of the Planning and Sustainability
Division, Department of Planning and Building Services, City of Decatur.
Joselyn A.
