Letter of Agreement <br /> By and Between <br /> City of Decatur, Illinois, and AFSCME Council 31 and Local 268 <br /> The City of Decatur, Illinois (Employer or City) and the American Federation of State, County <br /> and Municipal Employees (AFSCME) Council 31 and Local 268 (Union) hereby agree to the <br /> following with regard to bargaining the impacts of the City budget for fiscal year 2010-2011, <br /> effective May 1, 2010: <br /> 1. The Union and the City agree that the term of the collective bargaining agreement of <br /> May 1, 2006 through April 30, 2011, as indicated in Article 27 of the current contract, <br /> shall be extended through April 30, 2012. <br /> 2. The Union and the City agree that Article 6, Section 2 (d) of the current collective <br /> bargaining agreement shall be modified as follows (new language is underlined, deleted <br /> language is stricken through): <br /> Article 6 <br /> Salaries and Wages <br /> Section 2. (d) The annual rate of pay for each step and grade of the pay <br /> plan for the respective classified positions in effect May 1, 2010, shall be <br /> as per Exhibit G Exhibit G-1 attached, and shall represent a thFee peFGeP+ <br /> (3%) two percent (2%) increase over wages paid as of May 1, 2009 for <br /> contract year 2009-2010. Said wages shall be effective the first full pay <br /> period of the contract year. <br /> 3. The Union and the City agree that Article 6, Section 2 shall be supplemented with the <br /> following language (new language is underlined): <br /> Article 6 <br /> Salaries and Wages <br /> Section 2. (e) The annual rate of pay for each step and grade of the pay <br /> plan for the respective classified positions in effect May 1, 2011, shall be <br /> as per Exhibit G-2 attached, and shall represent a one percent (1%) <br /> increase over wages paid for contract year 2010-2011. Said wages shall <br /> be effective the first full pay period of the contract year. <br /> 4. The Union and the City agree that furloughs and bumping resulting from implementation <br /> of the fiscal year 2010-2011 City budget shall occur in accordance with the current <br /> collective bargaining agreement, specifically the terms of Article 10, Reduction in <br /> Personnel. <br />
