Excerpts from Plan Commission Minutes of December 3,2009 continued: <br /> Staff recommends approval of the rezoning to PD Planned Development District with the <br /> following condition: <br /> a. Landscaping: Ten (10) evergreen shrubs will be required to be planted around the base <br /> of the sign. The trees shall be two (2) feet in height at the time of planting. <br /> b. A sign permit will be required before the sign can be erected. <br /> c. Site, landscaping and lighting plans shall be submitted to the Plan Commission for <br /> public hearing and approved by the City Council prior to any development. <br /> Section XIX. requires the Plan Commission to hold a public hearing to review a Planned <br /> Development District, and then forward its report and recommendation to the City Council for <br /> final approval. A motion to forward Calendar Number 09-53 to the City Council with a <br /> recommendation for approval is suggested. <br /> Mr. Steve John asked if the only reason the Planned Development was required was for the sign. <br /> Mrs. Stewart stated it was for the sign and also for future development the church is planning. <br /> Ms. Suzy Stickle stated the church had discussed a plan development with staff awhile ago and <br /> the sign just pushed the rezoning up a bit. <br /> Ms. Marla Robinson entered the meeting at 3:06 p.m. <br /> Mr. Dan Young, representative, was sworn in by Mrs. Poland. <br /> Mr. Young stated Grace United Methodist Church has been located in Decatur for many years in <br /> the downtown area. The commitment to stay downtown was made in the 1980's. A new church <br /> has been built, the campus area has been cleaned up and expanded, and in 2007 the old church, <br /> which had fallen into disrepair, was torn down. The church is working on other changes for the <br /> future. <br /> There were no questions and no objectors present. <br /> It was moved and seconded (Edwards/Jackson) to forward Cal. No. 09-53 to the City Council <br /> with recommendation for approval as presented by staff. Motion carried unanimously. <br />
