Stewart, Transportation Planner <br /> SUBJECT: Rezone from R-6 Multiple Dwelling District and 0-1 Office District to PD <br /> Planned Development District at 901 North Main Street <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning to PD <br /> Planned Development District with the following conditions: 1.) Landscaping: Ten (10) <br /> evergreen shrubs will be required to be planted around the base of the sign. The trees shall be <br /> two (2) feet in height at the time of planting; 2.) A sign permit will be required before the sign <br /> can be erected; and 3.) Site, landscaping and lighting plans shall be submitted to the Plan <br /> Commission for public hearing and approved by the City Council prior to any development. The <br /> City Plan Commission voted 9-0 to recommend approval of this petition at the December 3, 2009 <br /> meeting; the minutes of the meeting are attached. <br /> BACKGROUND: The subject site is located at 901 North Main Street and is currently <br /> developed as Grace United Methodist Church on approximately 5.44 acres. <br /> The petitioner proposes to rezone the parcels from R-6 Multiple Dwelling District and 0-1 <br /> Office District to PD, Planned Development District in order to establish a plan and develop the <br /> site more efficiently. <br /> One of the plans is to construct a lighted sign with an electronic message unit. The maximum <br /> height of the sign will be seventeen (17) feet. The sign will have a maximum area of 90 square <br /> feet with 30 square feet allowed for the Electronic Message Unit. The petitioner will be required <br /> to provide ten (10) evergreen shrubs around the base of the sign. The petitioner is requesting the <br /> sign in order to promote church activities and ministries. <br /> The church also plans to relocate the economy shop to the southwest corner of West King and <br /> North Main Streets from its current location on North Water Street. <br /> Parking lot expansion is projected to occur along the north side of the campus. <br /> The petitioner also wishes to construct a garage to house their church vans, outdoor maintenance <br /> equipment as well as general storage, most of which are currently housed offsite. Possible <br /> locations for the garage include west of the proposed economy shop, west of the west parking lot <br /> and just south of the two parking lots located on West King Street. <br />
